Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011

At the request of 124 deputies, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, convened the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, for Monday, 27 June 2011, starting at 5 pm.


The request to hold the session set the following agenda:

1.The Bill on Youth, submitted by the Government

2.The Bill amending and modifying the Personal Income Tax Law, submitted by the Government

3.The Bill amending and modifying the Law on Republic Administrative Fees, submitted by the Government

4.The Bill Granting Guarantee by the Republic of Serbia in favour of Ваnса IntesaАDBelgrade, SocieteGeneralSerbiaa.d.Belgrade, Нуро-Аlре-Аdriа Ваnka.d.Belgrade, ErsteВаnka.d.NoviSad, Commercial Bank a.d. BelgradeandUnicreditBankSerbiaa.d. Belgradeunder the debt of Srbijagas Public Enterprise Novi Sad, submitted by the Government

5.The Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania regulating the debt of the Republic of Albania toward the Republic of Serbia, submitted by the Government

6.The Bill on the Confirmation of the Agreement between the Republic of Serbia and the Kingdom of Spain on cooperation in the field of fighting against crime, submitted by the Government

7.The Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Armenia on visa abolition for diplomatic and official passport holders, submitted by the Government

8.The Bill on the Confirmation of the Trade Agreement between the Government of the Republic of Serbia and the Government of the State of Kuwait, submitted by the Government

9.The Bill on the Confirmation of the Agreement on Cooperation in the field of culture, higher education, scientific research, education, expert training, communications, youth and sport between the Government of the Republic of Serbia and the Government of the Kingdom of Morocco, submitted by the Government

10.The Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina in the field of education, culture and sport, submitted by the Government

11.The Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the North Atlantic Treaty Organisation on information security and Code of practice, submitted by the Government

12.The Proposal of the Decision on the organisation and work of the National Assembly Service, submitted by the Administrative Committee of the National Assembly

13.The Proposal of the Decision on the creation of a Commission for the control of the execution of criminal sanctions, submitted by 124 deputies

14.The Proposal of the Decision on the dismissal and appointment of members and deputy members of the Republic Electoral Commission, submitted by the Liberal Democratic Party Parliamentary Group

15.The Proposal of the Decision amending the Decision on the election of committee members of the National Assembly of the Republic of Serbia, submitted by the For European Serbia Parliamentary Group

16.The Proposal of the Decision amending the Decision on the election of deputy committee members of the National Assembly of the Republic of Serbia, submitted by the For European Serbia Parliamentary Group.

The National Assembly accepted the proposal to complete a joint debate in principle and unified debate on items 2, 3, 4 and 5, joint unified debate on items 6, 7, 8, 9, 10 and 11, joint unified debate on items 12 and 13, as well as a joint unified debate on items 14, 15 and 16 on the agenda.


On the second day of work, 28 June, the National Assembly conducted and concluded a debate in principle on the Bill on Youth, elaborated by Minister of Youth and Sport Snezana Samardzic-Markovic, representative of the submitters.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups Laszlo Varga, Jovan Damjanovic, Marija Bugarcic, Velimir Ilic, Milan Lapcevic, Jorgovanka Tabakovic and Milovan Radovanovic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic informed the deputies that part of the session was being viewed from the gallery of the Grand Hall of the National Assembly House, by a group of DSS (Democratic Party of Serbia) youth visiting the National Assembly and greeted them on the behalf of the deputies and herself.

After recess, the National Assembly completed a joint debate in principle and unified debate on the Bill amending and modifying the Personal Income Tax Law, Bill amending and modifying the Law on Republic Administrative Fees, Bill Granting Guarantee by the Republic of Serbia in favour of Ваnса Intesa АD Belgrade, Societe General Serbia a.d. Belgrade, Нуро-Аlре-Аdriа Ваnk a.d. Belgrade, Erste Ваnk a.d. Novi Sad, Commercial Bank a.d. Belgrade and Unicredit Bank Serbia a.d. Belgrade under the debt of Srbijagas Public Enterprise Novi Sad and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania regulating the debt of the Republic of Albania toward the Republic of Serbia, elaborated by Deputy Prime Minister Bozidar Djelic, representative of the submitters.


On the third day of work, 29 June, the National Assembly conducted a joint unified debate on items 6, 7, 8, 9, 10 and 11 on the agenda.

In the morning part of the proceedings the National Assembly concluded the joint unified debate on the Bill on the Confirmation of the Agreement between the Republic of Serbia and the Kingdom of Spain on cooperation in the field of fighting against crime, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Armenia on visa abolition for diplomatic and official passport holders, Bill on the Confirmation of the Trade Agreement between the Government of the Republic of Serbia and the Government of the State of Kuwait, Bill on the Confirmation of the Agreement on Cooperation in the field of culture, higher education, scientific research, education, expert training, communications, youth and sport between the Government of the Republic of Serbia and the Government of the Kingdom of Morocco, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina in the field of education, culture and sport and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the North Atlantic Treaty Organisation on information security and Code of practice.

After recess the National Assembly completed a joint unified debate on the Proposal of the Decision on the organisation and work of the National Assembly Service and the Proposal of the Decision on the creation of a Commission for the control of the execution of criminal sanctions.

By the end of the day the National Assembly had concluded a joint unified debate on the Proposal of the Decision on the dismissal and appointment of members and deputy members of the Republic Electoral Commission, Proposal of the Decision amending the Decision on the election of committee members of the National Assembly of the Republic of Serbia and the Proposal of the Decision amending the Decision on the election of deputy committee members of the National Assembly of the Republic of Serbia.

On the fourth day of work, 1 July, the National Assembly conducted and concluded a debate on the particulars on the Bill on Youth.

On the fifth day of work, 4 July, the National Assembly conducted and concluded a debate on the particulars on the Bill amending and modifying the Personal Income Tax Law and the Bill amending and modifying the Law on Republic Administrative Fees.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Deputy Speaker Gordana Comic set Tuesday, 5 July 2011, as Voting Day on all the items on the agenda for the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, starting at 2 p.m.

On Voting Day, 5 July, the National Assembly adopted the Bill on Youth, Bill amending and modifying the Personal Income Tax Law, Bill amending and modifying the Law on Republic Administrative Fees and the Bill Granting Guarantee by the Republic of Serbia in favour of Ваnса Intesa АDBelgrade, SocieteGeneralSerbiaa.d.Belgrade, Нуро-Аlре-Аdriа Ваnka.d.Belgrade, Erste Ваnka.d.NoviSad, Commercial Bank a.d. The National Assembly also adopted the Decision on the organisation and work of the National Assembly Service, submitted by the Administrative Committee of the National Assembly, Decision on the creation of a Commission for the control of the execution of criminal sanctions, submitted by 124 deputies, Decision on the dismissal and appointment of members and deputy members of the Republic Electoral Commission, submitted by the Liberal Democratic Party Parliamentary Group, Decision amending the Decision on the election of committee members of the National Assembly of the Republic of Serbia, submitted by the For European Serbia Parliamentary Group and the Decision amending the Decision on the election of deputy committee members of the National Assembly of the Republic of Serbia, submitted by the For European Serbia Parliamentary Group.

National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic greeted the honour students, recipients of the Vuk Karadzic Diploma from Zitiste and Nova Crnja who viewed part of the session from the gallery of the Grand Hall, on the behalf of the deputies and herself.

As the National Assembly had completed the discussion on all the items on the agenda and ruled on them, the National Assembly Speaker concluded the Fifth Extraordinary Session of the National Assembly in 2011.
