Economy, Regional Development, Trade, Tourism and Energy Committee Delegation Takes Part in Interparliamentary Conference

A National Assembly delegation is taking part in the Interparliamentary Conference on Stability, Economic Coordination and Governance in the EU, held in Madrid on 26 and 27 October 2023, as part of the parliamentary dimension of Spain’s Presidency of the EU Council.


The delegation comprises MPs Zivota Stacevic and Dalibor Jekic, members of the Committee on Economy, Regional Development, Trade, Tourism and Energy.

At the conference, held in the Spanish Senate, the members of the parliaments of EU member and candidate states discussed the topic: The challenges of government and the economic recovery of the European Union in the international context. In 2022, the European Commission adopted a Communication (based on public consultations with different interested parties and member states) setting out orientations for a reformed EU economic governance framework to ensure a simpler, more transparent and effective regulation, with greater national ownership. These aim to reduce high public debt ratios in a realistic, gradual and sustained manner by enhancing inclusive economic growth through strategic investments. To respond to the challenges and reform of the EU Government, it is key to take into consideration both the international context and global economic context. MP Zivota Stacevic took part in the discussion.

The parliamentarians also discussed the Architecture of the new governance: medium-term structural budget plans and the specific net expenditure path for each country. Sustainability of debt and fiscal prudence within the framework of the economic and monetary union and the Integration of the social dimension in economic governance.

MP Dalibor Jekic took part in the fourth session: Open strategic autonomy. International openness is a cornerstone of the European Union, inherent in the economic and social progress achieved since its creation. However, the effects of globalisation have brought to light the dangers of the Union's strategic dependence on third countries, which threaten the well-being of the citizens and the competitiveness of European companies. These vulnerabilities can be exacerbated within a complex international order, with the emergence of new conflicts and the impact of climate change, which is why it is necessary to establish a strategic European autonomy that does not lean towards protectionism.

In the context of preventing protectionism, the National Assembly delegation pointed out that the Republic of Serbia needs diplomatic assistance from the EU to lift the blockade on the shipment of goods from the Republic of Serbia to the Autonomous Province of Kosovo-Metohija, which was introduced by the Provisional Institutions of Self-Government in Pristina on 14 June 2023. The delegation stressed that the cancellation of this measure was requested and all CEFTA parties, the European Commission, all EU members, the US and the UK had been informed about the blockade, its harmful impact and behaviour contrary to the European spirit and values, but there have been no results yet. In addition to these barriers, neighbouring Bulgaria, a member of the EU, has just decided to introduce an additional tax on the transit of gas through its territory, which is contrary to international agreements and to which the EU should also react diplomatically.
