Defence and Internal Affairs Committee Presented the Total Defence Concept
At the initiative of the Defence and Internal Affairs Committee, on Tuesday, 11 March 2025, a meeting was organised at the Home of the Serbian Army, by the Defence Policy Sector of the Ministry of Defence where the MPs, members of the Committee, were informed about the Republic of Serbia’s Total Defence Concept.
Predrag Bandic, Acting Assistant Minister of Defence for Defence Policy, Colonel Dr Dejan Stojkovic, Head of the Strategic Planning Directorate of the Defence Policy Sector of the Ministry of Defence and associates, Colonel Miloje Ilic and Lieutenant Colonel Djordje Petrovic, emphasised in their introductory statements that the Total Defence Concept represents a strategic commitment defined by the National Security Strategy of the Republic of Serbia, the operationalisation of which envisages the engagement of all segments of society, the definition of the military and civilian defence system, including the reactivation of mandatory military service, thereby shaping the preparations and functioning of the state for an adequate response to modern security challenges and threats. They also stressed that the Total Defence Concept is not new in modern society, as most other states, whether militarily neutral or not, are developing their own models of total defence and comprehensive engagement of society in the defence of the country. They particularly emphasised the role of the National Assembly of the Republic of Serbia, both in the implementation of the Action Plan for the Implementation of the Total Defence Concept, by adopting the necessary normative-legal and strategic-doctrinal solutions, and in the implementation of the Total Defence Concept in the response of the state and society to security challenges and threats as a whole. Committee Chairman MA Milovan Drecun thanked the members of the Ministry of Defence for the very useful information they provided to the members of the Defence and Internal Affairs Committee and stressed that this meeting represents one in a series of activities that should be continued and implemented within the framework of cooperation with the Ministry of Defence.
The meeting was attended by Committee Chairman MA Milovan Drecun, Committee Deputy Chairman Darko Jovanovic, and the following Committee members and deputy members: Tomislav Jankovic, Goran Rakic, Radovan Tvrdisic, Aleksandar Djukic, Aleksandar Pavic and Stefan Janjic, as well as the Head of the Military Office of the Minister of Defence Brigadier General Goran Momcilovic.
