76th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 29 November 2021, the Committee on Constitutional and Legislative Issues ascertained the Proposal of the Act to amend the Constitution, with explanation; Proposal of the constitutional law for the implementation of the amendment to the Constitution and the Proposal of the Decision to call a referendum to verify the Proposal of the Act to amend the Constitution.


On behalf of the Ministry of Justice, the proposed acts were presented by Senior Advisor Vladimir Vins.

The Committee unanimously ascertained the Proposal of the Act to amend the Constitution, with explanation; Proposal of the constitutional law for the implementation of the amendment to the Constitution and the Proposal of the Decision to call a referendum to verify the Proposal of the Act to amend the Constitution.

The Committee decided to forward the Proposal of the Act to amend the Constitution, Proposal of the constitutional law for the implementation of the amendment to the Constitution and the Proposal of the Decision to call a referendum to verify the Proposal of the Act to amend the Constitution, to be passed by urgent procedure pursuant to Article 149 of the National Assembly Rules of Procedure, in line with Article 167, paragraph 1, of the National Assembly Rules of Procedure

Committee Chairperson Jelena Zaric Kovacevic reminded the attending that at its 75th sitting the Committee on Constitutional and Legislative Issues had formulated the referendum question with answer options and forwarded a request for an opinion on the adopted Proposal to the Republic Electoral Commission.

She went on to inform the Committee members that at the session held on 29 November 2021, the Republic Electoral Commission had concluded that the proposed referendum question had been formulated in line with the provision of Article 36, paragraph 1 of the Law on Referendum and People’s Initiative i.e. that it is clear and unambiguous and it could be answered with one of the two answer options without lending preference or favouritism to either.

The sitting was chaired by Committee Chairperson Jelena Zaric Kovacevic and attended by the following Committee members and deputy members: Nevena Veinovic, Zeljko Tomic, Olja Petrovic, Vuk Mircetic, Luka Kebara, Dr Ugljesa Mrdic, Dejan Kesar, Borisav Kovacevic, Dr Balint Pasztor, Gojko Palalic, Ilija Matejic, Milenko Jovanov and Violeta Ocokoljic.
