35th Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 13 July, the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications discussed and accepted, in principle, the Bill on Conversion of Rights of Use into Property Right of Building Land with Compensation and the Bill modifying the Law on Flood Damage Repair in the Republic of Serbia.


On the behalf of the Ministry of Construction, Transport and Infrastructure, the sitting was attended by Aleksandra Damnjanovic, State Secretary, Djordje Milic, acting Assistant Minister, Ljubomir Aksentijevic, special advisor to the Minister, and associates.

Damnjanovic briefed the Committee members on the Bill on Conversion of Rights of Use into Property Right of Building Land with Compensation, owned by the Republic of Serbia, Autonomous Province or local self-government units. This Bill enables persons with recorded right of use, which is the formal requisite for the conversion with compensation, under the conditions prescribed by the submitter, to gain property rights of building land, putting this category of persons in the same legal position as all other citizens and legal entities who exercise the right of property without compensation. The Bill also aims to put an end to the ownership transformation of building land on the territory of Serbia.

Speaking of the Bill modifying the Law on Flood Damage Repair in the Republic of Serbia, Damnjanovic said it regulates the extension of the flood damage repair deadline until the end of 2015.

Following a short discussion, the Committee members accepted, in principle, both the Bill on Conversion of Rights of Use into Property Right of Building Land with Compensation and the Bill modifying the Law on Flood Damage Repair in the Republic of Serbia.

The sitting was chaired by Committee Chairman Milutin Mrkonjic.
