31st Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 4 September 2023, the members of the Committee on Finance, State Budget and Control of Public Spending accepted, by majority vote, the proposal of Committee Chairman Veroljub Arsic to retract the first item on the agenda, viz. consideration of the Bill amending and modifying the Law on Fees for the Use of Public Goods, in principle.


The Committee Chairman reminded the Committee members that, since the Committee sitting was convened, the Government had urgently submitted into assembly procedure the Bill amending and modifying the Republic of Serbia 2023 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2023 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2023 Financial Plan and the Bill amending and modifying the Excise Tax Law, and proposed that the two be considered, in principle, as items 1 and 2 on the agenda for the current sitting, which the Committee members accepted.

The Committee then proceeded to adopt the following agenda:

  1. Consideration of the Bill amending and modifying the Republic of Serbia 2023 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2023 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2023 Financial Plan, in principle;
  2. Consideration of the Bill amending and modifying the Excise Tax Law, in principle;
  3. Consideration of the Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main, and the Republic of Serbia represented by the Government of the Republic of Serbia by and through the Ministry of Finance for Policy Based Loan (PBL) - Reform of the Energy and Environmental Sectors of Serbia.
The Committee members accepted, by majority vote, the Committee Chairman’s proposal to complete a joint debate in principle and single debate on all the items on the agenda, as well as a debate on the two amendments submitted to the Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main, and the Republic of Serbia represented by the Government of the Republic of Serbia by and through the Ministry of Finance for Policy Based Loan (PBL) - Reform of the Energy and Environmental Sectors of Serbia.

The Committee Chairman also informed the Committee members that, pursuant to Article 173, item 2 of the National Assembly Rules of Procedure, the Committee had received reports of the committees which had considered, in principle, individual sections of the Bill amending and modifying the Republic of Serbia 2023 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2023 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2023 Financial Plan, with the proposal that the Committee accept them: from the Committee on the Economy, Regional Development, Trade, Tourism and Energy for sections 21, 28, 32 and 62, and from the Agriculture, Forestry and Water Management Committee for section 24. The Committee Chairman reminded the attending that the Fiscal Council had also submitted its own assessment of the Bill.

The bills were then presented by Minister of Finance Sinisa Mali as representative of the submitter, while representative of the National Bank of Serbia, Vice-Governor Ana Ivkovic and President of the Fiscal Council Prof. Dr Pavle Petrovic also spoke about the Bill.

Following a debate, the Committee members accepted, in principle by majority vote, the Bill amending and modifying the Republic of Serbia 2023 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2023 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2023 Financial Plan and the Bill amending and modifying the Excise Tax Law. The Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main, and the Republic of Serbia represented by the Government of the Republic of Serbia by and through the Ministry of Finance for Policy Based Loan (PBL) - Reform of the Energy and Environmental Sectors of Serbia was also accepted by majority vote, while the Committee members did not accept the two amendments submitted to Article 1 and Article 3 of the Bill.

The sitting was chaired by Committee Chairman Veroljub Arsic and attended by the following Committee members and deputy members: Ana Beloica Martac, Miroslav Kondic, MA Svetlana Milijic, Nikola Radosavljevic, Dr Aleksandra Tomic, Tijana Davidovac, Snezana Paunovic, Prof.Dr Vladimir Obradovic, Zoran Stojanovic, Djordje Stankovic, Dr Nenad Mitrovic, Miodrag Gavrilovic, Bojana Bukumirovic, Vojislav Vujic, Dragan M. Markovic and Rozalia Okresz, as well as MP Radmila Vasic, who is not member of the Committee.
