13th Sitting of the Committee on the Economy, Regional Development, Trade, Tourism and Energy

At the sitting held on 30 September, the members of the Committee on the Economy, Regional Development, Trade, Tourism and Energy discussed the situation as regards Serbia’s Euro-integration in the field of energy.


On the occasion, the Committee members were presented the 2013-2014 Report on Serbia’s progress in the field of energy by the Director of the Secretariat of the Energy Community Janez Kopac. The Report first gives a breakdown of the situation in the field of regulators where Serbia’s regulator was deemed the regional leader in knowledge and independence. The priorities for the imminent future are expansion of the regulator’s authority and approval of an annual activity plan with a regulator budget that should guarantee their financial independence and security.

The current situation in the field of electric power was deemed positive in view of the noticeable progress in the practical implementation of primary and secondary legislation. On the other hand, said Kopac, it was noticed that the Serbian Electrical Network is not taking part in any regional platform for coordinated long-term capacity auction. The priorities for the immediate future are the adoption of laws to transpose the Third Energy Packet by the end of 2014, while AEERS should ensure the execution of the obligatory functional separation of distributive system operator and compliancy programme drafting in line with the law.

As regards the situation in the field of gas, the report states that the non-separation of transport from supply and trade is an obstacle to real market reform and promotion of competition. In line with this, what needs to be done is separate activities in “Srbijagas”, harmonise the Contract on the South Stream with the Energy Community acquis and enhance transparency.

The report also contains an analysis of the situation in the fields of renewable energy resources, energy efficiency, environmental protection and oil.

Committee Chairperson Dr Aleksandra Tomic concluded that the Report contains useful recommendations on how to improve the situation in the field of energy in Serbia, hoping that all the relevant factors in the field would jointly contribute to the resolution of the perceived problems.

The sitting was also attended by the President of the Council of the Energy Agency Ljubo Macic, State Secretary at the Ministry of Mining and Energy Mirjana Filipovic and the Director of the EPS Directorate for Electricity Trading Dragan Vlaisavljevic.

The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic.
