10th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2012

The National Assembly Speaker, MA Nebojsa Stefanovic, convened the 10th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2012, for Monday, 24 December 2012, starting at 12 pm.


The National Assembly set the following agenda:

1. Public Procurement Bill, submitted by a group of 138 MPs;
2. Bill on the Autonomous Province of Vojvodina Development Fund, submitted by the Assembly of the Autonomous Province of Vojvodina;
3. Bill amending and modifying the Energy Law, submitted by the Government;
4. Bill on the Confirmation of the Energy Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Italy, submitted by the Government;
5. Bill Granting Guarantee by the Republic of Serbia in favour of Deutsche bank AG London against the debt of ''Srbijagas'' Public Enterprise Novi Sad for the realisation of Project South Stream, submitted by the Government;
6. Bill Granting Guarantee by the Republic of Serbia in favour of Credit Suisse bank London, Vojvodjanska banka a.d. Novi Sad, UniCredit Bank Serbia a.d., Belgrade and Deutsche bank AG London against the debt of ''Srbijagas'' Public Enterprise Novi Sad, submitted by the Government;
7. Bill Granting Guarantee by the Republic of Serbia in favour of Komercijalna banka a.d. Belgrade and AIK bank a.d. Nis against the debt of Galenika a.d. Belgrade, submitted by the Government;
8. Bill Granting Guarantee by the Republic of Serbia in favour of Banca Intesa a.d. Belgrade against the debt of Air Traffic Joint Stock Company “JAT Airways” a.d. Belgrade, submitted by the Government, and
9. Proposal of the Decision on the Election of Serbian Broadcasting Institution Programme Board Members, submitted by the Culture and Information Committee of the National Assembly.

The National Assembly accepted the proposal of MP Marija Obradovic to complete a joint debate in principle and single debate on items 2, 3, 4, 5, 6, 7 and 8 on the agenda for the sitting.

On the first day, the National Assembly commenced a debate in principle on the Public Procurement Bill, elaborated by MP Veroljub Arsic, representative of the submitters.

On the second day of work, the National Assembly continued the debate in principle on the Public Procurement Bill.

Before recess, the National Assembly completed the debate in principle on the Bill, and after recess commenced a joint debate in principle and single debate on items 2, 3, 4, 5, 6, 7 and 8 on the agenda for the sitting. The bills were explained by the representatives of the submitters - AP Vojvodina Assembly Speaker Istvan Pasztor, Deputy Prime Minister for European Integration Suzana Grubjesic and Minister of Energy, Development and Environmental Protection Zorana Mihajlovic.

By the end of the day, the National Assembly had completed the joint debate in principle and single debate on the Bill on the Autonomous Province of Vojvodina Development Fund, Bill amending and modifying the Energy Law, Bill on the Confirmation of the Energy Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Italy, Bill Granting Guarantee by the Republic of Serbia in favour of Deutsche bank AG London against the debt of ''Srbijagas'' Public Enterprise Novi Sad for the realisation of Project South Stream, Bill Granting Guarantee by the Republic of Serbia in favour of Credit Suisse bank London, Vojvodjanska banka a.d. Novi Sad, UniCredit Bank Serbia a.d., Belgrade and Deutsche bank AG London against the debt of ''Srbijagas'' Public Enterprise Novi Sad, Bill Granting Guarantee by the Republic of Serbia in favour of Komercijalna banka a.d. Belgrade and AIK bank a.d. Nis against the debt of Galenika a.d. Belgrade and the Bill Granting Guarantee by the Republic of Serbia in favour of Banca Intesa a.d. On the third day of work, 27 December, the National Assembly debated the Proposal of the Decision on the Election of Serbian Broadcasting Institution Programme Board Members, submitted by the Culture and Information Committee of the National Assembly.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Neven Cveticanin, Zika Gojkovic, Miljenko Dereta, Miroslav Markicevic, Milica Vojic Markovic and Jelena Trivan, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

After recess, the National Assembly conducted a debate in detail on the Public Procurement Bill.

On the fourth day of work, 28 December, the National Assembly completed the debate in detail on the Public Procurement Bill.

By the end of the day, the National Assembly had also completed a debate in detail on the Bill on the Autonomous Province of Vojvodina Development Fund, Bill amending and modifying the Energy Law, Bill Granting Guarantee by the Republic of Serbia in favour of Deutsche bank AG London against the debt of ''Srbijagas'' Public Enterprise Novi Sad for the realisation of Project South Stream, Bill Granting Guarantee by the Republic of Serbia in favour of Credit Suisse bank London, Vojvodjanska banka a.d. Novi Sad, UniCredit Bank Serbia a.d., Belgrade and Deutsche bank AG London against the debt of ''Srbijagas'' Public Enterprise Novi Sad, Bill Granting Guarantee by the Republic of Serbia in favour of Komercijalna banka a.d. Belgrade and AIK bank a.d. Nis against the debt of Galenika a.d. Belgrade and the Bill Granting Guarantee by the Republic of Serbia in favour of Banca Intesa a.d. Belgrade against the debt of Air Traffic Joint Stock Company “JAT Airways” a.d. Belgrade.

On the fifth day of work, 29 December, the National Assembly completed a single debate on the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

As the National Assembly had concluded the debate on all the items on the agenda for the 10th Sitting of the Second Regular Session, National Assembly Speaker MA Nebojsa Stefanovic set Saturday, 29 December 2012, as Voting Day on all the items on the agenda for the 10th Sitting of the Second Regular Session of the National Assembly in 2012, starting at 10.20 am.

Voting Day

On Voting Day, 29 December 2012, the National Assembly adopted the Public Procurement Bill, Bill on the Autonomous Province of Vojvodina Development Fund, Bill amending and modifying the Energy Law, Bill on the Confirmation of the Energy Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Italy, Bill Granting Guarantee by the Republic of Serbia in favour of Deutsche bank AG London against the debt of ''Srbijagas'' Public Enterprise Novi Sad for the realisation of Project South Stream, Bill Granting Guarantee by the Republic of Serbia in favour of Credit Suisse bank London, Vojvodjanska banka a.d. Novi Sad, UniCredit Bank Serbia a.d., Belgrade and Deutsche bank AG London against the debt of ''Srbijagas'' Public Enterprise Novi Sad, Bill Granting Guarantee by the Republic of Serbia in favour of Komercijalna banka a.d. Belgrade and AIK bank a.d. Nis against the debt of Galenika a.d. Belgrade and the Bill Granting Guarantee by the Republic of Serbia in favour of Banca Intesa a.d. Belgrade against the debt of Air Traffic Joint Stock Company “JAT Airways” a.d. Belgrade, by a majority of votes. The National Assembly also adopted the Proposal of the Decision on the Election of Serbian Broadcasting Institution Programme Board Members and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, by a majority of votes.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the National Assembly Speaker, MA Nebojsa Stefanovic, concluded the 10th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2012.

The National Assembly Speaker wished the MPs all the best in 2013 and, on the behalf of the MPs and himself, wished all the citizens of the Republic of Serbia a happy New Year.

The Second Regular Session of the National Assembly in 2012 was completed to the sounds of the national anthem, “God of Justice”, interpreted by the choir of Kolo National Ensemble.
