Speech of Elvira Kovács, EPP/CD, Serbia, at the Council of Europe PA June Session on gender equality

At the outset I would like to highlight the promotion of gender mainstreaming in the work of the Parliamentary Assembly of the Council of Europe, as well as the promotion of gender equality in the functioning of its structures.


Even though we are all unique individuals, that are different from each other, we all have the same rights. Participation of both women and men in shaping the future of our society is not only a matter of human rights, but is also essential to solving problems and overcoming conflicts facing our societies. Therefore, equal participation of women and men in all spheres of public and private life, particularly in decision making is of the utmost importance.

In order to achieve real gender equality it is necessary to bridge the gap between de jure and de facto equality. We are all aware of the sad fact that women and men are still not always treated the same. Therefore, we should make sure that we are all treated equally in our activities and work. Training on this topic and support should be provided, especially to young women that need to achieve their full potential in schools, universities, work and in all other spheres of their lives.

For me personally, a balanced representation of women and men at all hierarchical levels represents first and foremost a respect of human rights. However, one of the main obstacles in having more women in economic and social decision making bodies is the reconciliation of family and professional responsibilities. Traditional gender roles make the whole process even more difficult. But, one thing is certain, almost everything that males can do, females can also do and almost everything that females can do males can also do. Therefore, it is necessary to ensure reconciliation of private and professional life as regards parental leave, balanced participation of women and men in family life etc.

Gender quotas are necessary to allow for positive discrimination in achieving de jure and de facto gender equality. Positive measures can be adopted but the situation is not going to change substantially unless appropriate sanctions are envisaged. Women should be prepared for decision making and leadership through training courses that will facilitate realization of their full potentials.

In conclusion, I would like to underline that acknowledgement of female competences by providing them with more motivating careers and enhancement of their economic independence as well as their general empowerment will open the door for new generation of female leaders.
