What is urgent procedure?
Exceptionally, a law can be adopted by urgent procedure if it regulates issues and relations that occurred as a result of unforeseen circumstances, and if failure to adopt the law by use of urgent procedure could have negative consequences on lives and health of the people, the security of the state, and the functioning of institutions and organizations; or for the purpose of meeting of international obligations and the harmonization of regulations with the European Union acquis. It differs from regular procedure by its deadlines which are shorter than stipulated for some of the stages of the lawmaking process.
The proposer of the law must state the reasons for the adoption of the law by use of urgent procedure.
