How a law’s coming into effect affects the lives of all of us?

Once a law comes into effect, it is binding for all the subjects to whom it applies. This means that we can also be sanctioned for failure to comply with the law, if the law so provides. Once the law is published, it is assumed that everyone has been acquainted with its contents.
