Seventh Extraordinary Session of the National Assembly of the Republic of Serbia, 14th Legislature

At the request of 101 MPs, the Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia, 14th Legislature, for Wednesday, 17 June 2026, starting at 11 am.


The following agenda was determined for the session:

  1. Bill amending and modifying the Law on Public Prosecution, submitted by the Government;
  2. Bill amending the Law on Judges, submitted by the Government;
  3. Bill amending the Law on the High Prosecutorial Council, submitted by the Government;
  4. Bill amending the Law on the Seats and Territories of Courts and Public Prosecutor's Offices, submitted by the Government;
  5. Bill amending the Law on the Organisation and Competence of State Bodies for the Fight against High-Tech Crime, submitted by the Government;
  6. Bill amending and modifying the Law on Human Cells and Tissues, submitted by the Government;
  7. Bill amending and modifying the Law on Human Organ Transplantation, submitted by the Government;
  8. Bill amending the Law Establishing a Guarantee Scheme and Subsidizing Part of the Interest as a Measure to Support Young People in Purchasing their First Residential Property, submitted by the Government;
  9. Bill amending the Law on Establishing Public Interest and Special Procedures for the Implementation of the Infrastructure Corridor Construction Project of Highway E-761, Section Pojate-Preljina, submitted by the Government;
  10. Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Postal Savings Bank, Joint Stock Company, Belgrade for the Settlement of the Obligations of the Public Enterprise „Srbijagas” Novi Sad, on the basis of a Long-Term Loan Agreement for the Gasification of the Zlatibor District, submitted by the Government;
  11. Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Banca Intesa AD Beograd, Unicredit Bank Srbija AD Beograd and OTP Banka Srbija AD Novi Sad for the Settlement of the Obligations of the Public Enterprise „Srbijagas” Novi Sad, on the basis of a Long-Term Investment Loan Agreement for the Construction of the Leskovac-Vranje Gas Distribution Pipeline and Three Transfer Stations, submitted by the Government;
  12. Bill on the Provision of a Guarantee by the Republic of Serbia in favour of OTP Banka Srbija A.D. Novi Sad for the Settlement of the Obligations of the Public Enterprise "Srbijagas" Novi Sad, based on the Long Term Investment Loan Agreement for the Performance of Engineering Protection Works on the Serbia-Bulgaria Gas Interconnection Section, submitted by the Government;
  13. Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Unicredit Bank Srbija A.D. Beograd for the Settlement of the Obligations of the Public Enterprise "Srbijagas" Novi Sad, based on the Long Term Investment Loan Agreement for the Construction of the Distribution Gas Pipeline Beograd-Valjevo-Loznica, submitted by the Government;
  14. Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Banca Intesa AD Beograd for the Settlement of the Obligations of the Public Enterprise "Srbijagas" Novi Sad, based on the Loan Agreement for the Construction of the Distribution Gas Pipeline Paracin-Boljevac-Rgotina-Negotin-Prahovo, submitted by the Government;
  15. Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Postal Savings Bank, Joint Stock Company, Belgrade, for the Settlement of the Obligations of the Joint Stock Company for Railway Passenger Transport "Srbiavoz" Belgrade, on the Basis of a Long-Term Loan Agreement for the Implementation of the Project for the Procurement of 30 New Electric Train Transporters for the Urban-Suburban Railway System, submitted by the Government;
  16. Bill on the Confirmation of the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction, submitted by the Government;
  17. Bill on the Confirmation of the amendments and modifications to the Sectoral Agreement between the Government of the Republic of Serbia and the European Commission setting out provisions for the management and implementation of Union Financial Assistance to the Republic of Serbia under the Rural Development Programme of the Instrument for Pre-Accession Assistance (IPARD III), submitted by the Government;
  18. Bill on the Confirmation of the Guarantee between the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance, as Guarantor, and Deutsche Bank, Sociedad Anónima Española Unipersonal, as Mandated Lead Arranger, and Deutsche Bank AG, as Original Lender, and Deutsche Bank AG, as Agent, relating to an EUR 263,874,992.80 CESCE-Supported Facility Agreement, submitted by the Government;
  19. Bill on the Confirmation of the Loan Agreement with the Finance Protocol signed on 19 December 2025 between the Government of the Republic of Serbia and the Government of the Republic of France, between the Republic of Serbia represented by Government of the Republic of Serbia acting through the Ministry of Finance as Borrower and Bpifrance Assurance Export acting by, through and controlled by the Government of the Republic of France as Lender, submitted by the Government;
  20. Bill on the Confirmation of Addendum No. 2 to the Loan Agreement by and between the Government of the United Arab Emirates Abu Dhabi Fund for Development (The Lender) and the Government of the Republic of Serbia (The Borrower) in relation to a loan facility of USD 1,000,000,000, submitted by the Government;
  21. Bill on the Confirmation of Addendum No. 2 to the Loan Agreement Signed between Abu Dhabi Fund for Development and the Government of the Republic of Serbia to Finance Support for the General Budget of the Republic of Serbia, submitted by the Government;
  22. Bill on the Confirmation of the Buyer Credit Facility Agreement among the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance acting in its capacity as Borrower Arranged by BNP Paribas Credit Agricole Corporate and Investment Bank Societe Generale acting in their capacity as Mandated Lead Arrangers with Credit Agricole Corporate and Investment Bank acting in its capacity as Global Coordinating and Documentation Bank and Credit Agricole Corporate and Investment Bank acting in its capacity as Facility and ECA Agent and Societe Generale acting in its capacity as Environmental and Social Agent and as Green Loan Coordinator and the Financial Institutions listed in Part 1 of Schedule 1 acting in their capacity as Original Lenders, submitted by the Government;
  23. Bill on the Confirmation of the Agreement on Access to Higher Education and Admission to Higher Studies in the Western Balkans, submitted by the Government;
  24. Bill on the Confirmation of the Geneva Act of the Lisbon Agreement on Appellations of Origin and Geographical Indications, submitted by the Government;
  25. Bill on the Confirmation of the Agreement between the Ministry of the Interior of the Republic of Serbia and the Ministry of Citizen Protection of the Hellenic Republic on the Establishment of Joint Patrols for the Protection of Public Order in the Resorts in the Republic of Serbia and the Hellenic Republic, submitted by the Government;
  26. Bill on the Confirmation of the Agreement between the European Atomic Energy Community (Euratom) and non-member states of the European Union on the participation of the latter in the Community arrangements for the early exchange of information in the event of a radiological emergency (Ecurie), submitted by the Government;
  27. Bill on the Confirmation of the Loan Agreement (Pambukovica Dam Project) between the Republic of Serbia and European Bank for Reconstruction and Development, submitted by the Government;
  28. Bill on the Confirmation of the Extradition Treaty between the Republic of Serbia and the People's Republic of China, submitted by the Government;
  29. Proposal of Candidates for election of members of the Council of the Agency for the Prevention of Corruption, submitted by the Minister of Justice;
  30. Proposal of the Decision on the election of one member of the Republic Commission for Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  31. Proposal of the Decision on the termination of office of member of the Republic Commission for Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending, and
  32. Proposal of the Decision on the termination of office of President of the Republic Commission for Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending.
The National Assembly accepted the proposal of MP Milenko Jovanov, to complete a joint debate in principle and single debate on items 1 to 32 on the agenda, as well as to complete a debate on the particulars of items 1 to 15 immediately after the bills have been considered.

The National Assembly then commenced the joint debate in principle and single debate on items 1 to 32 on the agenda.

The bills were presented by Minister of Justice Nenad Vujic.

For the remainder of the day, the National Assembly conducted the joint debate in principle and single debate on all the items on the agenda.

On the second day of the proceedings, 18 June 2026, before moving on to the agenda the heads i.e. authorised representatives of the parliamentary groups, Dragan Jonic, Dr Borislav Antonijevic, Jozsef Tobijas, Jovan Janjic, Minela Kalender, Prof. Dr Slobodan Cvejic, Djordjo Djordjic, Natalija Stojmenovic, Nenad Milojicic, Dragan Djilas, Sanja Calovic and Nikola Radosavljevic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

For the remainder of the day, the National Assembly conducted the joint debate in principle and single debate on items 1 to 32 on the agenda.

On the third day of the proceedings, 23 June 2026, the Speaker of the National Assembly of the Republic of Serbia Ana Brnabic pronounced the measure of expulsion from the session in the length of 20 days to MPs Milos Parandilovic and Dragan Ninkovic.

The measure was pronounced after it was ascertained that on 17 June 2026, the electronic voting and identification system was gravely misused.

Before moving on to the agenda the heads i.e. authorised representatives of the parliamentary groups, Zeljko Veselinovic, Djordje Komlenski, Prof. Dr Mitar Kovac, Petar Boskovic, Ivana Rokvic, Radomir Lazovic, Branko Miljus and Nebojsa Bakarec, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued the joint debate in principle and single debate on items 1 to 32 on the agenda.
