The Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened the Eighth session of the First Regular Sitting of the National Assembly of the Republic of Serbia in 2004 for 10 a.m. on Wednesday 7 April.

The following agenda was adopted by the National Assembly for this session:

1. Bill on the Prevention of Conflicts of Interest in Performing Public Office, submitted by the Government of the Republic of Serbia;

2. Bill on the Settling of Obligations of the Republic of Serbia Arising from the Loan for Economic Development, submitted by the Government of the Republic of Serbia;

3. Bill Amending and Modifying the Act on the Guarantee Fund, submitted by the Government of the Republic of Serbia;

4. Bill Amending and Modifying the Act on the Financial Transactions Tax, submitted by the Government of the Republic of Serbia;

5. Bill Amending and Modifying the Act on the Taxes on the Use, Possession and Carrying of Goods, submitted by the Government of the Republic of Serbia;

6. Bill Amending and Modifying the Excise Act, submitted by the Government of the Republic of Serbia;

7. Bill Amending and Modifying the Payment Operations Act, submitted by the Government of the Republic of Serbia.

On the first day of the session, the National Assembly discussed in principle the Bill on the Prevention of Conflicts of Interest in Performing Public Office.

On the second day of the sitting (8 April), the deputies concluded debate in principle and in particular on the Bill on the Prevention of Conflicts of Interest in Performing Public Office.

On the third day of the session (13 April), the National Assembly concluded discussion on the particulars of the Bill on the Prevention of Conflicts of Interest in Performing Public Office, and started joint debate in principle on the Bill on the Settling of Obligations of the Republic of Serbia Arising from the Loan for Economic Development, the Bill Amending and Modifying the Act on the Guarantee Fund, and the Bill Amending and Modifying the Payment Operations Act.

On the fourth day of the session (14 April), the National Assembly concluded joint debate in principle on the Bill on the Settling of Obligations of the Republic of Serbia Arising from the Loan for Economic Development, the Bill Amending and Modifying the Act on the Guarantee Fund, and the Bill Amending and Modifying the Payment Operations Act.

The deputies then went on to discuss the particulars of the Bill on the Settling of Obligations of the Republic of Serbia Arising from the Loan for Economic Development and the Bill Amending and Modifying the Act on the Guarantee Fund.

The afternoon part of the session saw the National Assembly start joint debate in principle on the Bill Amending and Modifying the Financial Transaction Tax Act, the Bill Amending and Modifying the Act on the Tax on the Use, Possession and Carrying of Goods and the Bill Amending and Modifying the Excise Act.

On the fifth day of the session (15 April), the National Assembly held joint discussion in principle on the Bills Amending and Modifying the Bill on the Financial Transactions Tax, the Bill on the Tax on the Use, Possession and Carrying of Goods, and the Excise Act.

Since no amendments had been submitted to the Bill Amending and Modifying the Bill on the Financial Transactions Tax, the National Assembly concluded the discussion on the particulars of the Bill without debate, and then went on to discuss the particulars of the Bill Amending and Modifying the Bill on the Tax on the Use, Possession and Carrying of Goods.

On the sixth day of the session (19 April), the National Assembly discussed the particulars of the Bill Amending and Modifying the Act on the Tax on the Use, Possession and Carrying of Goods, the Bill Amending and Modifying the Excise Act and the Bill Amending and Modifying the Payment Operations Act. The National Assembly went on to hold joint debate on proposals of decisions on the termination of duty and dismissal of judicial officials, included in the agenda under urgent procedure, at the suggestion of the Justice and Administration Committee.

The Chairman of the National Assembly, Predrag Markovic, set Voting Day as soon as debate on all items on the agenda ended.

On Voting Day, the National Assembly adopted, in their entirety, the Bill on the Prevention of Conflicts of Interest in Performing Public Office, the Bill on the Settling of Obligations of the Republic of Serbia Arising from the Loan for Economic Development, the Bill Amending and Modifying the Guarantee Fund Act, the Bill Amending and Modifying the Financial Transactions Tax Act, as well as the Bill Amending and Modifying the Act on the Tax on the Use, Possession and Carrying of Goods.

By the end of the day’s work, the National Assembly also adopted, in principle, the Bill Amending and Modifying the Excise Tax Act.

On the seventh day of the session (20 April), as Voting Day continued, the National Assembly adopted, in their entirety, the Bill Amending and Modifying the Excise Tax Act, the Bill Amending and Modifying the Payment Operations Act, as well as proposals of decisions on the termination of duty and dismissal of judicial officials. Mr Markovic thereupon concluded the Eighth Session of the First Regular Sitting of the National Assembly of the Republic of Serbia in 2004.
