Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2026
The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2026, for Tuesday, 12 May 2026, starting at 10 am.
Before moving on to the agenda the heads i.e. authorised representatives of the parliamentary groups, MPs Mgr Akos Ujhelyi, Dr Borislav Antonijevic, Dr Milica Marusic Jablanovic, Dragan Stanojevic, Irena Zivkovic, Ivana Stamatovic, Vladimir Pajic, Slobodan Petrovic, Robert Kozma, Borislav Novakovic, Branko Miljus and Dr Ugljesa Mrdic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly adopted the following agenda:
- Bill amending the Law on the Election of the President of the Republic, submitted by the Miroslav Petrasinovic;
- Bill amending and modifying the Law on the Election of MPs, submitted by MP Miroslav Petrasinovic;
- Bill amending and modifying the Law on Local Elections, submitted by MP Miroslav Petrasinovic;
- Bill amending and modifying the Law on the Constitutional Court, submitted by MP Miroslav Petrasinovic;
- Proposal of the Decision amending the Decision on the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker, and
- Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the People’s Movement of Serbia - New Face of Serbia Parliamentary Group.
By majority vote, the National Assembly accepted the proposal of MP Milenko Jovanov, to complete a joint debate in principle on items 1 to 4 on the agenda.
The MPs also accepted the proposal of MP Milenko Jovanov to complete as debate on the particulars on items 1 to 4 on the agenda immediately after the completion of the debate in principle on the same items.
The National Assembly then commenced the joint debate in principle on items 1 to 4 on the agenda, presented by the submitter, MP Miroslav Petrasinovic.
For the remainder of the day the National Assembly conducted the joint debate in principle on items 1 to 4 on the agenda.
On the second day of the proceedings, 13 May 2026, the National Assembly conducted the joint debate in principle on items 1 to 4 on the agenda.
On the third day of the proceedings, 14 May 2026, before moving on to the agenda the heads i.e. authorised representatives of the parliamentary groups, MPs Dragan Jonic, Milija Miletic, Mgr Akos Ujhelyi, Petar Boskovic, Dr Muamer Bacevac, Robert Kozma, Marinika Tepic, Djordje Stankovic, Sanja Calovic and Nebojsa Bakarec requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly continued and concluded the joint debate in principle on the first four items on the agenda.
The National Assembly then went on to complete a debate in detail on the first item on the agenda – the Bill amending the Law on the Election of the President of the Republic, and commenced a debate in detail on the second item on the agenda – the Bill amending and modifying the Law on the Election of MPs.
On the fourth day of the proceedings, 19 May 2026, before moving on to the agenda the heads i.e. authorised representatives of the parliamentary groups, MPs Slobodan Ilic, Petar Boskovic, Dr Emese Uri, Shaip Kamberi, Irena Zivkovic, Doc. Dr Biljana Djordjevic, Dragan Stanojevic, Miroslav Aleksic, Jelena Milosevic and Prof. Dr Marko Atlagic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly continued and for the remainder of the day conducted the debate in detail on the Bill amending and modifying the Law on the Election of MPs.
On the fifth day of the proceedings, 20 May 2026, the National Assembly continued and completed the debate on the particulars of the Bill amending and modifying the Law on the Election of MPs.
The National Assembly also completed a debate on the particulars of the Bill amending and modifying the Law on Local Elections and the Bill amending and modifying the Law on the Constitutional Court.
As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Ana Brnabic set Wednesday, 20 May 2026, as Voting Day on all the items on the agenda of the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2026, starting at 3 pm.
Voting Day
On Voting Day, 20 May 2026, the National Assembly adopted all the proposed documents on the agenda.
1.Bill amending the Law on the Election of the President of the Republic, submitted by the Miroslav Petrasinovic;
2.Bill amending and modifying the Law on the Election of MPs, submitted by MP Miroslav Petrasinovic;
3.Bill amending and modifying the Law on Local Elections, submitted by MP Miroslav Petrasinovic;
4.Bill amending and modifying the Law on the Constitutional Court, submitted by MP Miroslav Petrasinovic;
5.Proposal of the Decision amending the Decision on the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker, and
6.Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the People’s Movement of Serbia - New Face of Serbia Parliamentary Group.
On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ana Brnabic concluded the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2026.
