Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2026

The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2026, for Thursday, 16 April 2026, starting at noon.


Before moving on to the agenda the heads i.e. authorised representatives of the parliamentary groups, MPs Milica Makisic Jablanovic,Branko Pavlovic, Doc.Dr Rastislav Dinic, Marija Jevdjic, Vladimir Pajic, Petar Boskovic, Marinika Tepic, Uros Djokic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly Speaker adopted the following agenda:

  1. Bill on Consumer Protection, submitted by the Government;
  2. Bill amending and modifying the Law on Trade, submitted by the Government;
  3. Bill on Trade Practices for Certain Types of Products, submitted by the Government;
  4. Bill on the Establishment and Functioning of the Cohesion Policy Management System, submitted by the Government;
  5. Bill on Prevention and Suppression of Human Trafficking and Protection of Victims, submitted by the Government;
  6. Bill amending and modifying the Law on Fees for Use of Public Goods, submitted by the Government;
  7. Bill amending and modifying the Law on Transport of Dangerous Goods, submitted by the Government;
  8. Bill amending and modifying the Law on Customs Service, submitted by the Government;
  9. Bill amending and modifying the Law on Investigation of Air, Rail and Water Traffic Accidents, submitted by the Government;
  10. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan on the Development, Design, Construction and Operation of a Gas–Steam Cycle Power Plant in the Republic of Serbia, submitted by the Government;
  11. Bill on the Confirmation of the Convention of the Bureau of the European Civil Aviation Conference, submitted by the Government;
  12. Bill on the Confirmation of the Agreement between the Republic of Serbia and Japan on Encouragement and Protection of Investments, submitted by the Government;
  13. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Uzbekistan on Mutual Encouragement and Protection of Investments, submitted by the Government;
  14. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Cooperation in the Field of Cinematographic Co-Production, submitted by the Government;
  15. Bill on the Confirmation of Decision No.1/2025 of the Serbia - United Kingdom Partnership, Trade and Cooperation Council of 23 December 2025 amending Protocol 3 concerning the definition of the concept of ‘originating products’ and methods of administrative cooperation to the Partnership, Trade and Cooperation Agreement between the Government of the Republic of Serbia and the Government of the United Kingdom of Great Britain and Northern Ireland, submitted by the Government;
  16. Bill on the Confirmation of the Financial Protocol between the Government of the Republic of Serbia and the Government of the Republic of France on Cooperation in Financing Phase 1 of the Belgrade Metro Project, submitted by the Government;
  17. Bill on the Confirmation of the Status of Forces Agreement between the Government of the Republic of Serbia and the Government of the Republic of Cyprus, submitted by the Government;
  18. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Korea on Encouragement and Protection of Investments, submitted by the Government;
  19. Bill on the Confirmation of the Agreement between the European Union, of the one part, and the Republic of Serbia, of the other part, on the association of the Republic of Serbia to the EU4Health Programme, submitted by the Government;
  20. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Uzbekistan on Cooperation in the Field of Tourism, submitted by the Government;
  21. Bill on the Confirmation of the Framework Loan Agreement LD 2251 (2025) between the Council Of Europe Development Bank and the Republic of Serbia Public Sector Financing Facility – Renovation of Local Roads, submitted by the Government;
  22. Bill on the Confirmation of the Finance Contract for the Sustainable Improvement of the Road Network between the Republic of Serbia and the European Investment Bank, submitted by the Government;
  23. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Cuba on the Prevention of Illicit Trade in Cultural Property, submitted by the Government;
  24. Bill on the Confirmation of the Convention on the Establishment of the International Organisation for Mediation, submitted by the Government;
  25. Bill on the Confirmation of the Loan Agreement with Financial Protocol signed on 27 November 2025 between the Government of the Republic of Serbia and the Government of the Republic of France, between the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as Borrower and BPIFRANCE ASSURANCE EXPORT acting on the behalf, for and under the control of the Government of the Republic of France, as Lender, submitted by the Government;
  26. Bill on the Confirmation of the Financial Protocol between the Government of the Republic of Serbia and the Government of the Republic of France on Cooperation regarding the Financing of the Project of Development of High-Performance Computer (Supercomputer) and artificial intelligence, submitted by the Government;
  27. Bill on the Confirmation of the Agreement between the Ministry on Education, Science, Technological Development of the Republic of Serbia and the Ministry of Education of the People’s Republic of China on Mutual Recognition of Certificates, Diplomas and Higher Education Qualifications, in principle, submitted by the Government;
  28. Proposal of the Decision amending the Decision on the Engagement of the Serbian Armed Forces and Other Defence Forces in Multinational Operations outside of the Republic of Serbia Borders, submitted by the Government;
  29. Proposal of the Decision to designate Dvorine – Hungarian Cemetery in the village of Banja as an immovable cultural property – an archaeological site of exceptional importance, submitted by the Government;
  30. Proposal of the Decision to determine the protection measures, protected area borders and protections measures for the protected area of cultural monument Church of St. Achillius in Arilje, immovable cultural heritage of exceptional importance, submitted by the Government;
  31. Proposal of the Decision to determine the protection measures, protected area borders and protections measures for the protected area of Caricin Grad archaeological site, immovable cultural heritage of exceptional importance, submitted by the Government;
  32. Proposal of the Decision to designate Mora Vagei in Mihajlovac as an immovable cultural property – an archaeological site of exceptional importance, submitted by the Government;
  33. Strategy Proposal for the Management of Mineral and Other Geological Resources of the Republic of Serbia until 2040 with projections to 2050, submitted by the Government;
  34. Proposal of the Decision on the election of President of the Republic Commission for Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  35. Proposal of the Decision on the election of one member of the Republic Commission for Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  36. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the People’s Movement of Serbia - New Face of Serbia Parliamentary Group;
  37. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the ALEKSANDAR VUCIC – Serbia Must Not Stop Parliamentary Group;
  38. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the SERBIA CENTRE - SRCE Parliamentary Group;
  39. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Freedom and Justice Party Parliamentary Group, and
  40. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the WE - POWER OF THE PEOPLE PROF. DR BRANIMIR NESTOROVIC Parliamentary Group.
By majority vote, the National Assembly accepted the proposal of MP Milenko Jovanov, to complete a joint debate in principle and single debate on items 1 to 40 on the agenda, as well as debate on the particulars on items 1 to 9 on the agenda.

The National Assembly Speaker informed the MPs that pursuant to Article 90, paragraph 1 of the Rules of Procedure, all the members of the Government have been invited to attend the session with their associates.

The National Assembly commenced and for the remainder of the day conducted the joint debate in principle and single debate on all the items on the agenda

On the second day of the proceedings, 17 April 2026, the National Assembly continued and for the remainder of the day conducted the joint debate in principle and single debate on all the items on the agenda.

On the third day of the proceedings, 20 April 2026, the National Assembly continued and concluded the joint debate in principle and single debate on all the items on the agenda.

The MPs then began the debate on the particulars on the Bill on Consumer Protection.

On the fourth day of the proceedings, 21 April 2026, before moving on to the agenda the heads i.e. authorised representatives of the parliamentary groups, MPs Zagorka Aleksic, Dragan Jonic, Mgr Akos Ujhelyi, Ahmedin Skrijelj, Slobodan Ilic, Verica Milanovic, Robert Kozma, Marko Milosevic, Prof. Dr Mitar Kovac, Ivana Rokvic and Prof. Dr Marko Atlagic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

In the course of the day, the National Assembly completed the debate on the particulars on the Bill on Consumer Protection, Bill amending and modifying the Law on Trade, Bill on Trade Practices for Certain Types of Products, and commenced a debate on the particulars on the Bill on the Establishment and Functioning of the Cohesion Policy Management System.

On the fifth day of the proceedings, 22 April 2026, the National Assembly completed the debate on the particulars on the Bill on the Establishment and Functioning of the Cohesion Policy Management System, Bill on Prevention and Suppression of Human Trafficking and Protection of Victims, Bill amending and modifying the Law on Fees for Use of Public Goods, Bill amending and modifying the Law on Transport of Dangerous Goods, Bill amending and modifying the Law on Customs Service, and the Bill amending and modifying the Law on Investigation of Air, Rail and Water Traffic Accidents.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Ana Brnabic set Thursday, 23 April 2026, as Voting Day on all the items on the agenda of the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2026, starting at 10 am.

Voting Day

On Voting Day, 23 April 2026, the National Assembly adopted all the proposed documents on the agenda of the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2026.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ana Brnabic concluded the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2026.
