At the sitting held on 16 April 2026, the members of the Committee on Finance, State Budget and Control of Public Spending considered in principle the Bill amending the Law Establishing a Guarantee Scheme and Subsidizing Part of the Interest as a Measure to Support Young People in Purchasing their First Residential Property, submitted by the Government.
The Bill was presented by Assistant Minister of Finance Ognjen Popovic.
The committee also considered in principle the Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Banca Intesa AD Beograd for the Settlement of the Obligations of the Public Enterprise "Srbijagas" Novi Sad, based on the Loan Agreement for the Construction of the Distribution Gas Pipeline Paracin-Boljevac-Rgotina-Negotin-Prahovo, Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Unicredit Bank Srbija A.D. Beograd for the Settlement of the Obligations of the Public Enterprise "Srbijagas" Novi Sad, based on the Long Term Investment Loan Agreement for the Construction of the Distribution Gas Pipeline Beograd-Valjevo-Loznica, Bill on the Provision of a Guarantee by the Republic Of Serbia in favour Of OTP Banka Srbija A.D. Novi Sad for the Settlement of the Obligations of the Public Enterprise "Srbijagas" Novi Sad, based on the Long Term Investment Loan Agreement for the Performance of Engineering Protection Works on the Serbia-Bulgaria Gas Interconnection Section, Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Banca Intesa AD Beograd, Unicredit Bank Srbija AD Beograd and OTP Banka Srbija AD Novi Sad for the Settlement of the Obligations of the Public Enterprise „Srbijagas” Novi Sad, on the basis of a Long-Term Investment Loan Agreement for the Construction of the Leskovac-Vranje Gas Distribution Pipeline and Three Transfer Stations, Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Postal Savings Bank, Joint Stock Company, Belgrade for the Settlement of the Obligations of the Public Enterprise „Srbijagas” Novi Sad, on the basis of a Long-Term Loan Agreement For The Gasification Of The Zlatibor District, as well as the Bill on the Confirmation of the Buyer Credit Facility Agreement among the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance acting in its capacity as Borrower Arranged by BNP Paribas Credit Agricole Corporate and Investment Bank Societe Generale acting in their capacity as Mandated Lead Arrangers with Credit Agricole Corporate and Investment Bank acting in its capacity as Global Coordinating and Documentation Bank and Credit Agricole Corporate and Investment Bank acting in its capacity as Facility and ECA Agent and Societe Generale acting in its capacity as Environmental and Social Agent and as Green Loan Coordinator and the Financial Institutions listed in Part 1 of Schedule 1 acting in their capacity as Original Lenders, Bill on the Confirmation of Addendum No. 2 to the Loan Agreement Signed between Abu Dhabi Fund for Development and the Government of the Republic of Serbia to Finance Support for the General Budget of the Republic of Serbia, Bill on the Confirmation of Addendum No. 2 to the Loan Agreement by and between the Government of the United Arab Emirates Abu Dhabi Fund for Development (The Lender) and the Government of the Republic of Serbia (The Borrower) in relation to a loan facility of USD 1,000,000,000, Bill on the Confirmation of the Loan Agreement with the Finance Protocol signed on 19 December 2025 between the Government of the Republic of Serbia and the Government of the Republic of France, between the Republic of Serbia represented by Government of the Republic of Serbia acting through the Ministry of Finance as Borrower and Bpifrance Assurance Export acting by, through and controlled by the Government of the Republic of France as Lender, Bill on the Confirmation of the Loan Agreement (Pambukovica Dam Project) between the Republic of Serbia and European Bank for Reconstruction and Development, all submitted by the Government and presented by representatives of the Ministry of Finance.
Following a discussion, the Committee decided to propose that the National Assembly accept all the abovementioned bills.
The Committee members then proceeded to ascertain the Proposal of the Decision on the termination of office of President of the Republic Commission for Protection of Rights in Public Procurement Procedures and the Proposal of the Decision on the termination of office of member of the Republic Commission for Protection of Rights in Public Procurement Procedures, because of the expiry of the term they were elected for. The decision proposals were forwarded to the National Assembly to be considered and adopted.
