21st Sitting of the Committee on the Economy, Regional Development, Trade, Tourism and Energy

At the sitting held on 11 May 2026, the members of the Committee on the Economy, Regional Development, Trade, Tourism and Energy were presented the Energy Community Secretariat 2025 Annual Report on the progress of the Republic of Serbia in the implementation of regulations in the field of energy.


The Annual Report was presented by Energy Community Secretariat Director Artur Lorkowski who stressed that it was an honour for him to be presenting the progress report on Serbia to parliamentarians for the fifth time. He presented the key messages of the Annual Report, aspects of the progress that Serbia has made in 2025, as well as the steps that lie ahead on Serbia's path to EU integration. Lorkowski said that Serbia made the fastest progress of all contracting parties in 2025, and the number of completed projects shows that Serbia is among the fastest moving countries and the first to have managed to transpose the Electricity Integration Package. Serbia has also made progress in the gas and oil sectors, and Lorkowski thanked all stakeholders in Serbia who made this progress possible. He presented in detail the progress made in the electricity, gas market, sustainability of electricity, oil and gas supply, decarbonisation and clean energy sectors, as well as the progress made in the areas of energy efficiency and environmental protection and impact assessment. Lorkowski underlined the steps that need to be taken for Serbia's further progress, especially in terms of adopting bylaws necessary for the operationalisation of what has been adopted in the electricity sector, certification of gas storage system operators, work on improving oil supply, in view of the current global crisis, as well as further work on environmental protection and alignment with European standards.

Minister of Mining and Energy Dubravka Djedovic Handanovic gave an assessment of the Energy Community Secretariat 2025 Annual Report on the progress of the Republic of Serbia in the implementation of regulations in the field of energy. She said that this regular annual reporting shows that Serbia is the only contracting party to the Energy Community to have approximated its market and integrated it with the European market even before the country's accession to the EU, which benefits the Serbian energy system, as well as the energy systems of the region and the EU itself. She said that Serbia has been a growing country in terms of energy sector development for the third year in a row. She emphasised that Serbia is adjusting, following the recommendations of the European Community and the European Commission, and expressed satisfaction that both recognize Serbia's progress. In 2025 and early 2026, significant steps were taken in terms of harmonising the legislative framework. Back in 2023, we diversified gas supply for the first time, significantly increased oil product reserves, and adopted new regulatory frameworks. She added that it is important to continue at this pace, especially in the renewable energy sector. In 2025, decarbonisation was completed and we are in first place in the region with an efficiency of 83%, which is the highest level of compliance, and we are the only country in the Western Balkans that is ready to connect its electricity system to the EU, said Djedovic Handanovic. She added that work is continuing on gas infrastructure, the construction of gas power plants, investments in the electricity sector, and she also commented on the situation regarding NIS.

In the ensuing discussion, MPs, representatives of the Republic of Serbia Energy Agency and the Republic Commission for Energy Networks, exchanged opinions and views on all the aspects of the Energy Community Secretariat 2025 Annual Report on the progress of the Republic of Serbia in the implementation of regulations in the field of energy.
