National Assembly Standing Delegation to PABSEC Takes Part in Meetings of PABSEC Committees

The standing delegation of the National Assembly of the Republic of Serbia to the Parliamentary Assembly of the Black Sea Economic Cooperation is participating in the 66th meeting of the PABSEC Committee on Economic and Development Policy and the 67th meeting of the PABSEC Committee on Legal Affairs and International Cooperation, held in Bucharest on 17 March 2026.


The National Assembly delegation includes Zdravko Mladenovic, member of the PABSEC Committee on Legal Affairs and International Cooperation, and Mitar Kovac, member of the PABSEC Committee on Economic and Development Policy. Delegations from Albania, Armenia, Bulgaria, Azerbaijan, Greece, North Macedonia, Romania, Serbia, Turkey and Ukraine are also taking part in the meetings of the two PABSEC committees.

The topics of the meetings are Digital Transformation in the BSEC Member States: Legal and Economic Aspects.

In his address at the 67th meeting of the PABSEC Committee on Legal Affairs and International Cooperation, Zdravko Mladenovic, said that thanks to the vision and initiative of the President of the Republic of Serbia, Aleksandar Vucic, Serbia has built a normative system that covers the areas of electronic documents and electronic identification, trust services, electronic communications and information security. The introduction of a risk-based approach to managing security risks in ICT systems is of particular importance, which enables better prevention, as is the introduction of a risk-based approach to managing security risks in ICT systems, which enables better prevention and response to increasingly complex cyber threats.

In his presentation at the 66th meeting of the PABSEC Committee on Economic and Development Policy, Mitar Kovac said that Serbia has adopted the Information Society and Information Security Development Strategy and the Electronic Communications Systems Development Strategy until 2027. Their goal is to develop reliable digital infrastructure, strengthen digital skills, encourage innovation and strengthen the ICT sector as the most dynamic segment of the economy.

In their presentations, the members of the National Assembly delegation confirmed that Serbia is developing its digital transformation in close cooperation with regional and international partners, with gradual harmonisation with European Union standards and active participation in multilateral formats.

The participants of the meetings agreed that in the Black Sea region, digital connectivity with reduced roaming costs, as well as the introduction and development of digital skills have been recognised as key economic and development priorities.

The members of the two PABSEC committees were addressed in the introductory part of the meetings by Senator Novak Levente, President of the Standing Committee of the Romanian Senate, and Mihail Harbic, Director of the Department for Bilateral Relations, Regional Cooperation and European Integration of the Romanian Ministry of Foreign Affairs. In their speeches, they supported the work of the PABSEC, highlighted its importance in times of global challenges, and advocated for strengthening cooperation among the BSEC member states. They particularly welcomed cooperation in the field of digital transformation and digital services for the citizens of this important region.
