National Assembly Deputy Speaker Elvira Kovacs at AEPA Conference

Deputy Speaker of the National Assembly of the Republic of Serbia Elvira Kovacs addressed the final conference of the Association of Lawyers AEPA, as part of the programme "No More Silence - Me Again", emphasising the importance of legislative and institutional measures in combating violence against women and domestic violence.


She stressed that the adoption of the Law on Prevention of Domestic Violence, as well as the amendments to the Criminal Code, are an important step forward in the state's response to violence, as well as its prevention. The Law is aligned with the Istanbul Convention and provides for a range of protection and support measures for victims, including psychosocial and legal assistance, health and social care, an SOS hotline and safe housing.

Emergency measures, mandatory coordination of institutions and individual protection plans were introduced, giving the police a preventive role, and allowing victims to remain in their environment with restrictions imposed on the perpetrator. The Law contributed to empowering victims to report violence and restoring trust in institutions, with the implementation of numerous professional trainings for employees of the relevant services.

Although significant progress has been made in recent years, violence against women and domestic violence remains widespread. Reasons for non-reporting include fear, economic dependence, distrust of institutions and lack of support from the community. The responsibility for non-reporting lies not only with the victims, but with society as a whole.

The National Assembly Deputy Speaker also spoke of the need to further improve the implementation of laws, strengthen institutional capacities, economically empower women, underlining the importance of parliamentary oversight and the urgency to continuously raise public awareness about the problem of violence.
