Judiciary, Public Administration and Local Self-Government Committee Holds Second Public Hearing in Nis

On 5 May 2026, Nis hosted the Second Public Hearing of the Committee on the Judiciary, Public Administration and Local Self-Government on the topic “Presentation of the Bill amending and modifying the Law on the Constitutional Court; Bill amending and modifying the Law on the Election of MPs; Bill amending and modifying the Law on Local Elections and the Bill amending and modifying the Law on the Election of the President of the Republic, submitted by MP Miroslav Petrasinovic on 21 April 2026”.


The public hearing was attended by the members and deputy members of the Committee on the Judiciary, Public Administration and Local Self-Government, representatives of international organisations, City of Nis City Administration, councillors of the Nis City Assembly, representatives of local electoral commissions, Commission for the Revision, Verification and Control of the Accuracy and Updating of the Voters’ Register, the media and interested public.

Committee Chairman Dr Ugljesa Mrdic thanked the attending for taking part and reminded them of the reasons public hearings are organised, as well as the decisions the Committee had passed in order to organise the public hearings to present bills that improve electoral legislation.

The submitter, MP Miroslav Petrasinovic stressed that all the proposed bills are the fruit and work of cooperation between the Government, the National Assembly and the OSCE/ODIHR. Part of the recommendations made by the ODIHR have been fulfilled by amendments to the Law on the Unified Electoral Roll, while the legislation proposed here represents a continuation of that cooperation and the implementation of part of the recommendations, with the aim of improving electoral legislation in Serbia. He emphasised that improving electoral legislation is a process, and this set of laws represents only one of the phases in that process, and announced further amendments to laws related to the electoral process, primarily amendments to the Law on Prevention of Corruption and on Financing Political Parties.

In the discussion that followed, the participants exchanged opinions on the proposed legislation, and shared their observations, views and suggestions.

After the public hearing, the submitter, MP Miroslav Petrasinovic, expressed his satisfaction that the participants were given a broad opportunity to express their views and opinions on the proposed bills, which were initiated by ODIHR recommendations, and said that he remains open to proposals and suggestions in order to achieve the highest quality legal solutions that will lead to a higher quality electoral process.

Committee Chairman Dr Ugljesa Mrdic concluded that today's debate had generated different opinions and views, which will be useful in the debate, and expressed his expectation that the bills would be placed on the agenda of a National Assembly session as soon as possible.

The Committee on Judiciary, Public Administration and Local Self-Government will hold public hearings on the same topic in Novi Sad and Belgrade, on May 6 and 7, 2026.
