The COSAC meeting in Dublin brought together Chairpersons of EU Affairs Committees from the national parliaments of EU Member States and candidate countries, as well as members of the European Parliament. The participants were addressed by Micheál Martin, Prime Minister of Ireland, and Michael McGrath European Commissioner for Democracy, Justice, the Rule of Law and Consumer Protection.

In the session on the Priorities of the Irish Presidency of the Council of the European Union, Milan Radin reminded the participants that the European Commission had recently recommended the opening of Cluster 3 for Serbia for the sixth time running, however Cluster 3 has not been opened yet because the same situation from former EU enlargements has happened again and bilateral problems again have a much bigger impact that actual merit and reforms implemented in the accession candidate. He expressed the hope that the situation would improve because the enlargement policy is one of the most important instruments at the European Union’s disposal.

Zivota Starcevic spoke about the many reform laws the National Assembly had recently passed, with a special emphasis on the fulfilment of the ODIHR and Venice Commission’s recommendations. He repeated that the European Commission had recommended the opening of Cluster 3 for Serbia for the sixth time running. He expressed the hope that the European Parliament and the parliaments of the member states will show the same understanding for Serbia’s efforts as the European Commission.

The COSAC Plenary Meeting under the auspices of the Irish Presidency of the Council of the European Union will be held on 6 and 8 December 2026.
