45th Sitting of the European Integration Committee

At the sitting held on 16 October 2018, the European Integration Committee considered, in principle, the Bill on Construction Products, Bill amending and modifying the Law on Investigation in Air, Rail and Water Traffic Accidents, Bill amending and modifying the Law on National Affiliation and Registration of Vessels and the Bill amending and modifying the Law on Maritime Navigation.


The Bills were presented by representatives of the Ministry of Construction, Transport and Infrastructure.

Danijela Prsic of the Construction Products and Energy Efficiency Sector presented the Bill on Construction Products, a first time piece of legislation of its kind to be passed in Serbia, regulating the market placement of construction products. The Bill falls within the obligatory harmonization with the EU acquis, said Prsic. It assumes the EU Construction Products Directive, with which the Bill is only partially harmonized because Serbia as a non-member state cannot implement EU institutes relating to member states. The Directive contains 106 delegated directives which Serbia is to assume gradually until its day of accession, said Prsic. She added that this issue is part of negotiating group 1 for which a negotiating position is currently being drafted.

Following a debate, the Committee members accepted the Bill on Construction Products in principle.

The objective of the Bill amending and modifying the Law on Investigation in Air, Rail and Water Traffic Accidents is further harmonization with the EU acquis since the current Law was passed in 2015.
The Committee members accepted this Bill in principle as well.

The Bill amending and modifying the Law on National Affiliation and Registration of Vessels allows for the adjustment of national legislation with Directive 789/2004 relating, among other things, to the issuance of certificates and registration of maritime vessels into the national register.

The Committee members also accepted this Bill in principle.

The Bill amending and modifying the Law on Maritime Navigation is harmonized with the eight EU directives concerning the submission of reports to the European Commission on the condition of maritime vessels and regulating the status of sailors.

Following a debate, the Committee accepted the Bill in principle.

The Committee went on to review the proposal for the participation of the Committee Chairman in the Conference “Ukraine remembers – the world admits”, 22-24 November 2018 in Kyiv, Ukraine, and decided not to accept it.

The sitting was chaired by Committee Chairman Nenad Canak, and attended by the following Committee members and deputy members: Zvonimir Djokic, Vesna Markovic, Dubravka Filipovski, Gordana Comic, Vera Jovanovic, Branka Stamenkovic, Biljana Pantic Pilja, Dusica Stojkovic, Dragan Sormaz and Aleksandar Seselj, as well as MP Miljan Damjanovic who is not a member of the Committee.
