45th Sitting of the Committee on Constitutional and Legislative Issues
At the sitting held on 25 August 2026, the members of the Committee on Constitutional and Legislative Issues considered the following bills in detail:
- Bill amending and modifying the Republic of Serbia 2026 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Health Insurance Fund 2026 Financial Plan, Proposal of the Decision to grant consent to the Decision amending and modifying the Fund for Social Insurance of Military Insured 2026 Financial Plan and the Proposal of the Decision to grant consent to the Decision amending and modifying the National Employment Service 2026 Financial Plan, submitted by the Government. Of the 166 amendments submitted to the Bill, the Committee found 33 not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on Mitigating the Consequences of the Energy Crisis Rising Living Costs for Certain Population Groups through One-off Financial Support and a One-off Cash Payment, submitted by the Government. All of the 44 amendments submitted to the Bill were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending the Law Determining Public Interest and Special Procedures of Expropriation and Issuance of the Building Permit for the Realisation of Project Belgrade Waterfront, submitted by the Government. All of the 16 amendments submitted to the Bill were found to be compliant with the Constitution and legal system of the Republic of Serbia
- Bill amending and modifying the Public Debt Law, submitted by the Government. The Committee found the four amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia
- Bill amending and modifying the Law on Electronic Delivery Notes, submitted by the Government, in detail;
- Bill amending and modifying the Law on Electronic Invoicing, submitted by the Government. The Committee found the one amendment submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia
- Bill amending the Excise Tax Law, submitted by the Government. The Committee found the one amendment submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia
- Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government. Of the 10 amendments submitted to the Bill, the Committee rejected one as incomplete, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on Greenhouse Gas Emissions Tax, submitted by the Government. The Committee found the one amendment submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending the Law on Tax on Imports of Carbon-Intensive Products, submitted by the Government. The Committee found the one amendment submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Budget System Law, submitted by the Government. Of the 14 amendments submitted to the Bill, the Committee rejected one as incomplete, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Value Added Tax Law, submitted by the Government. The Committee found the 11 amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on Corporate Income Tax, submitted by the Government. The Committee found the 13 amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Personal Income Tax Law, submitted by the Government. The Committee found the five amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Tobacco Law, submitted by the Government. Of the four amendments submitted to the Bill, the Committee rejected one as incomplete, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on Free Zones, submitted by the Government. The Committee found the six amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Republic of Serbia 2025 Budget Final Financial Statement, submitted by the Government. The Committee found the two amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on Measures to Reduce the Costs of Deploying Very High-Capacity Electronic Communications Networks, submitted by the Government. The Committee found the five amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on Public Notaries, submitted by the Government. The Committee found the six amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending the Law on Judges, submitted by the Government. Of the 23 amendments submitted to the Bill, the Committee found three not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Judicial Academy, submitted by the Government. The Committee found the 52 amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending the Law on Lobbying, submitted by the Government. The Committee found the five amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on Public Prosecution, submitted by the Government. Of the 24 amendments submitted to the Bill, the Committee found two not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on Electronic Government, submitted by the Government. The Committee found the one amendment submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on the Prevention of Corruption, submitted by MP Miroslav Petrasinovic. The Committee found the 69 amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending the Law on the Return of Seized Property and Compensation, submitted by MP Dane Stanojcic. The Committee found the four amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on Public Media Services, submitted by MP Nevena Djuric. The Committee found the nine amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on Churches and Religious Communities, submitted by the Government. The Committee found the six amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on the Protection of Persons with Mental Disabilities, submitted by the Government. The Committee found the 23 amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending the Law on Civil Servants, submitted by MP Ugljesa Markovic. Of the five amendments submitted to the Bill, the Committee found two not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on Special Conditions for Recording and Registration of Rights to Real Estate, submitted by the Government. Of the 29 amendments submitted to the Bill, the Committee rejected one as incomplete, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on Planning and Construction, submitted by the Government. The Committee found the 14 amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Borrowing of the Republic of Serbia from AikBanka Joint Stock Company Belgrade, OTP Banka Srbija Joint Stock Company Novi Sad, Banca Intesa AD Belgrade and UniCredit Bank Srbija ad Belgrade for Financing Needs of Highway Construction Project, Section Backi Breg - Sombor - Kikinda, submitted by the Government. The Committee found the five amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Borrowing of the Republic of Serbia from UniCredit Bank Serbia ad Belgrade for the Financing Needs of Highway Construction Project, Section Belgrade - Zrenjanin - Novi Sad, submitted by the Government. The Committee found the five amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Borrowing of the Republic of Serbia from Banca Intesa AD Belgrade for the Financing Needs of Highway Construction Project, Section Belgrade – Zrenjanin – Novi Sad, submitted by the Government. The Committee found the 23 amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Borrowing of the Republic of Serbia from Banca Intesa AD Belgrade for the Financing Needs of Highway Construction Project, Section Pozarevac - Golubac (Danube Highway), submitted by the Government. The Committee found the three amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Provision of Guarantee by the Republic of Serbia in favour of Postal Savings Bank, Joint Stock Company, Belgrade, for the Settlement of the Obligations of the Joint Stock Company for the Transport of Oil through Oil Pipelines and the Transport of Oil Derivatives through Product Pipelines Transnafta Pancevo, on the Basis of a Long-Term Loan Agreement for the Construction of the Serbia - Hungary Oil Pipeline, submitted by the Government. The Committee found the seven amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Borrowing of the Republic of Serbia from NLB KOMERCIJALNA BANKA AD BELGRADE for the Financing Needs of Highway Construction Project, Section Belgrade - Zrenjanin - Novi Sad, submitted by the Government. The Committee found the five amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Angola on Elimination of Double Taxation with respect to Taxes on Income and Prevention of Tax Evasion and Avoidance, submitted by the Government. The Committee found the one amendment submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
