It was agreed that the sub-committees should hold constitutive sessions on Wednesday 14 May, at the following times:

- The Sub-committee on Basic Issues and Co-ordination at 12 noon;
- The Sub-committee on Territorial Organisation at 12.30 p.m.;
- The Sub-committee on Human Rights at 1 p.m.

The sub-committees will elect chairpersons and vice-chairpersons at the constitutive sessions.
