39th Sitting of the Committee on Constitutional and Legislative Issues
At the sitting held on 22 June 2026, the members of the Committee on Constitutional and Legislative Issues considered the following bills in detail:
- Bill amending and modifying the Law on Public Prosecution, submitted by the Government. The Committee found all 23 of the amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending the Law on Judges, submitted by the Government. The Committee found the two amendments the MPs had submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending the Law on the High Prosecutorial Council, submitted by the Government. The Committee found the three amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending the Law on the Seats and Territories of Courts and Public Prosecutor's Offices, submitted by the Government. The Committee found the four amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending the Law on the Organisation and Competence of State Bodies for the Fight against High-Tech Crime, submitted by the Government. The Committee found the five amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on Human Cells and Tissues, submitted by the Government. The Committee found all 22 of the amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending and modifying the Law on Human Organ Transplantation, submitted by the Government. On the 35 amendments submitted to the Bill, the Committee rejected three as incomplete and found the rest to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending the Law Establishing a Guarantee Scheme and Subsidizing Part of the Interest as a Measure to Support Young People in Purchasing their First Residential Property, submitted by the Government. The Committee found the two amendments submitted to the Bill to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill amending the Law on Establishing Public Interest and Special Procedures for the Implementation of the Infrastructure Corridor Construction Project of Highway E-761, Section Pojate-Preljina, submitted by the Government. The MPs had submitted six amendments to the Bill of which the Committee found two not to comply with the Constitution and legal system of the Republic of Serbia, while the remaining four were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Postal Savings Bank, Joint Stock Company, Belgrade for the Settlement of the Obligations of the Public Enterprise „Srbijagas” Novi Sad, on the basis of a Long-Term Loan Agreement for the Gasification of the Zlatibor District, submitted by the Government. Of the 13 amendments submitted to the Bill, the Committee found one not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Banca Intesa AD Beograd, Unicredit Bank Srbija AD Beograd and OTP Banka Srbija AD Novi Sad for the Settlement of the Obligations of the Public Enterprise „Srbijagas” Novi Sad, on the basis of a Long-Term Investment Loan Agreement for the Construction of the Leskovac-Vranje Gas Distribution Pipeline and Three Transfer Stations, submitted by the Government. Of the 15 amendments submitted to the Bill, the Committee found one not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Provision of a Guarantee by the Republic of Serbia in favour of OTP Banka Srbija A.D. Novi Sad for the Settlement of the Obligations of the Public Enterprise "Srbijagas" Novi Sad, based on the Long Term Investment Loan Agreement for the Performance of Engineering Protection Works on the Serbia-Bulgaria Gas Interconnection Section, submitted by the Government. Of the 13 amendments submitted to the Bill, the Committee found one not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Unicredit Bank Srbija A.D. Beograd for the Settlement of the Obligations of the Public Enterprise "Srbijagas" Novi Sad, based on the Long Term Investment Loan Agreement for the Construction of the Distribution Gas Pipeline Beograd-Valjevo-Loznica, submitted by the Government. Of the 13 amendments submitted to the Bill, the Committee found one not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Banca Intesa AD Beograd for the Settlement of the Obligations of the Public Enterprise "Srbijagas" Novi Sad, based on the Loan Agreement for the Construction of the Distribution Gas Pipeline Paracin-Boljevac-Rgotina-Negotin-Prahovo, submitted by the Government. Of the 13 amendments submitted to the Bill, the Committee found one not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
- Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Postal Savings Bank, Joint Stock Company, Belgrade, for the Settlement of the Obligations of the Joint Stock Company for Railway Passenger Transport "Srbiavoz" Belgrade, on the Basis of a Long-Term Loan Agreement for the Implementation of the Project for the Procurement of 30 New Electric Train Transporters for the Urban-Suburban Railway System, submitted by the Government. Of the 14 amendments submitted to the Bill, the Committee found two not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.
