33rd Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 19 January 2026, the Committee on Constitutional and Legislative Issues considered the following in detail: the Bill amending and modifying the Law on Seats and Territorial Jurisdiction of Courts and Public Prosecutor's Offices, Bill amending the Law on the High Prosecutorial Council, Bill amending and modifying the Law on the Organization and Competence of State Bodies for the Fight against High-Tech Crime, Bill amending and modifying the Law on Public Prosecution, and the Bill amending the Law on Judges, all submitted by MP Dr Ugljesa Mrdic. The Committee also considered in detail the Bill amending the Law on Civil Servants, submitted by the Government.


Of the 41 amendments submitted to the Bill amending and modifying the Law on Seats and Territorial Jurisdiction of Courts and Public Prosecutor's Offices, submitted by MP Dr Ugljesa Mrdic, the Committee found 40 to be compliant with the Constitution and legal system of the Republic of Serbia, while one was found not to comply with Article 196, paragraph 4 of the Constitution of the Republic of Serbia.

Of the 15 amendments submitted to the Bill amending the Law on the High Prosecutorial Council, submitted by MP Dr Ugljesa Mrdic, the Committee found 13 to be compliant with the Constitution and legal system of the Republic of Serbia, while two were found not to comply with Article 196, paragraph 4 of the Constitution of the Republic of Serbia.

Of the 50 amendments submitted to the Bill amending and modifying the Law on the Organization and Competence of State Bodies for the Fight against High-Tech Crime, submitted by MP Dr Ugljesa Mrdic, the Committee found four not to be compliant with Article 196, paragraph 4 of the Constitution of the Republic of Serbia, while the remaining 46 were found to comply with the Constitution and legal system of the Republic of Serbia.

Of the 59 amendments submitted to the Bill amending and modifying the Law on Public Prosecution, submitted by MP Dr Ugljesa Mrdic, the Committee found 57 to be compliant with the Constitution and legal system of the Republic of Serbia, while two were found not to comply with Article 196, paragraph 4 of the Constitution of the Republic of Serbia.

Of the nine amendments submitted to the Bill amending the Law on Judges, submitted by MP Dr Ugljesa Mrdic, the Committee found two not to be compliant with Article 196, paragraph 4 of the Constitution of the Republic of Serbia, while the remaining seven were found to comply with the Constitution and legal system of the Republic of Serbia.

The Committee found all six of the amendments submitted to the Bill amending the Law on Civil Servants, submitted by the Government, to be compliant with the Constitution and legal system of the Republic of Serbia.

The sitting was chaired by Committee Chairperson Milica Nikolic, and attended by the following Committee members and deputy members: Dijana Radovic, Slobodan Petrovic, Snezana Jovanovic, Nikola Bokan, Vesna Nedovic, Risto Kostov, Milos Gnjidic, Jasmina Palurovic, Dragan Nikolic and Sanja Jefic Brankovic.
