30th Sitting of the Culture and Information Committee

At the sitting held on 25 June 2026, the Culture and Information Committee adopted the Decision to suspend the procedure for proposing candidates for the election of a member of the Council of the Regulatory Authority for Electronic Media at the proposal of the authorised proposer, the National Councils of National Minorities.


Committee Chairperson Nevena Djuric reminded the Committee at that the 19th sitting, held on 13 November 2025, it had adopted the Decision to relaunch the procedure for proposing candidates for the election of a member of the Council of the Regulatory Authority for Electronic Media at the proposal of the authorised proposer, the National Councils of National Minorities. Afterwards the Committee issued a public call for the nomination of candidates and drafted a Report containing a List of two candidates for the election of one member of the Council of the Regulatory Authority for Electronic Media at the proposal of the authorised proposer, the National Councils of National Minorities and submitted it to the National Assembly to continue the process of election of the ninth member of the Council of the Regulatory Authority for Electronic Media.

Bearing in mind that since the Decision was made, on 13 November 2025, the Committee had received criticism and many objections, and that the new regular elections for members of all national minority councils is expected in late August 2026, the Committee concludes that there are justified reasons to postpone the election of the ninth member of the Council of the Regulatory Authority for Electronic Media until the new national councils are constituted, who will then participate in the nomination of candidates for the ninth member of the Council of the Regulatory Authority for Electronic Media.

With the passing of this Decision, the Report containing a List of two candidates for the election of one member of the Council of the Regulatory Authority for Electronic Media at the proposal of the authorised proposer, the National Councils of National Minorities is withdrawn from assembly procedure.

Following a debate, at the proposal of Committee member Ivana Rokvic, the Committee drafted a Conclusion noting that there are no legal obstacles for the four members of the Council of the Regulatory Authority for Electronic Media who had resigned to submit statements that they accept membership in the Council of the Regulatory Authority for Electronic Media and continue to perform their duties as their resignations have not been noted and verified at a National Assembly session. The Committee notes that the four members of the Council of the Regulatory Authority for Electronic Media were elected legitimately and should remain members of the Council of the Regulatory Authority for Electronic Media, and in line the with the above asks them to withdraw their resignations.

With this Conclusion, the Committee asks the Council of the Regulatory Authority for Electronic Media to, after its constitution, withdraw the Statute of the Regulatory Authority for Electronic Media which is in assembly procedure and prepare the text of a new Statute and submit it to the National Assembly for consent.
