10th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 9 December, the members of the Committee on Constitutional and Legislative Issues considered the Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2020 Financial Plan, submitted by the Government. The Committee found the Decision Proposal to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee also considered the Republic of Serbia 2021 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2021 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2021 Financial Plan, submitted by the Government, in detail.

Of the four amendments submitted to the Bill the Committee found the amendment submitted to Article 8, with correction, by the UNITED VALLEY - SDA SANDZAK Parliamentary Group not to comply with Article 69 of the Budget System Law, while the amendments submitted by the Government to articles 1, 3 and 8, with correction, were found to be compliant with the Constitution and legal system of the Republic of Serbia. Sasa Stevanovic, State Secretary of the Ministry of Finance, announced technical corrections to the text of the amendment the Government had submitted to Article 3 of the 2021 Budget Bill.

The Committee proceeded to consider the Bill amending and modifying the Budget System Law, submitted by the Government, in detail. The Committee on Finance State Budget and Control of Public Spending had submitted an amendment to Article 1 of the Bill which the Committee found to be compliant with the Constitution and legal system of the Republic of Serbia.

The sitting was chaired by Committee Chairperson Jelena Zaric Kovacevic and attended by the following Committee members and deputy members: Nevena Veinovic, Zeljko Tomic, Olja Petrovic, Vuk Mircetic, Luka Kebara, Ugljesa Mrdic, Jovan Palalic, Arpad Fremond, Ilija Matejic and Violeta Ocokoljic.
