The Chairperson of the National Assembly of the Republic of Serbia, Natasa Micic, convened the Seventh Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2003 for Wednesday 26 February, beginning at 10 a.m. The request for holding the sitting was submitted by a group of 102 Deputies, having previously set the following agenda:

1. Text of the Charter on Human and Minority Rights and Civil Liberties, submitted by the Commission for the Creation of the Text of the Constitutional Charter of the State Union of Serbia and Montenegro.

The Chairperson of the National Assembly set 26 February as Voting Day.

After the debate was concluded, the National Assembly adopted the text of the Charter on Human and Minority Rights and Civil Liberties.
