The public hearing was chaired by Committee member Nikola Radosavljevic, who in his introductory speech emphasized that the goal of the proposed amendments to the Law is to improve the transparency of financing political activities, strengthen citizens' trust in the electoral process, and ensure the consistent application of the highest standards of accountability and legality. He said that the public hearing is an opportunity to hear the opinions of experts and the general public, so that the legislative process is as high-quality as possible and so that all constructive proposals are considered during the final decision-making in the National Assembly.

The Chair welcomed National Assembly Deputy Speakers Marina Ragus and Elvira Kovacs, who attended the Public Hearing, as well as the members and deputy members of Committee on Finance, State Budget and Control of Public Spending, MPs who are not members of the Committee, representatives of the Agency for the Prevention of Corruption, the Ministry of Finance, the Republic Electoral Commission, the Delegation of the European Union to the Republic of Serbia, the Embassy of the Federal Republic of Germany, as well as other interested members of the public.

The proposed amendments to the Law were presented to the participants of the Public Hearing by the proponent of the Bill, MP Miroslav Petrasinovic. He pointed out that the Bill was prepared in cooperation with the OSCE/ODIHR, with the aim of implementing the recommendations that this organization made after several election processes in Serbia, in order to further improve electoral conditions. He stated that the text of the Bill was adjusted with the ODIHR and submitted for opinion to all relevant institutions and interested stakeholders in the country. He pointed out that the proposed solutions include eight key recommendations relating to the reduction of permitted donations to political entities, greater transparency of financial reporting on election campaigns, expansion of the powers of the Agency for the Prevention of Corruption, introduction of a graduated system of sanctions, regulation of the participation of third parties in the election campaign, limitation of election campaign costs and prevention of misuse of public resources, shortening the deadlines for the Agency's actions and conducting administrative disputes, ensuring equal conditions for the use of public spaces, as well as the abolition of guarantees for political entities that do not have MPs or councillors.

Petrasinovic then presented the way in which the recommendations were incorporated into the text of the law, which was followed by a discussion in which the participants expressed their opinions, comments and suggestions on the proposed legal solutions.

After the discussion, the Chair of the Public Hearing, Nikola Radosavljevic, expressed his expectation that all four public hearings, organised in four cities across Serbia to familiarise the public with the Bill amending and modifying the Law on Financing Political Activities, will contribute to the adoption of a quality legal solution in the interest of all citizens of the Republic of Serbia.
