National Assembly Speaker with German Ambassador: ZSO Ignored and Waiting Almost a Decade

The Speaker of the National Assembly of the Republic of Serbia Dr Vladimir Orlic met today with the Ambassador of the Federal Republic of Germany to the Republic of Serbia H.E. Anke Konrad, with whom he discussed a number of topics concerning bilateral cooperation, with the officials noting that both sides are committed to continuing and advancing overall cooperation.


They highlighted the economy as a sphere of particularly well-developed cooperation, expressing readiness to work on its further intensification. "Germany is our number one foreign trade partner in the exchange of goods, largest foreign investor and first bilateral donor. German companies in Serbia employ 78,000 workers and we welcome any future investments from your country," said the National Assembly Speaker.

Speaking about interparliamentary cooperation, Dr Orlic and Ambassador Konrad expressed interest in its further improvement, via parliamentary friendship groups and working bodies, among others. Ambassador Konrad emphasised the role of the parliament as a place for a free exchange of opinions that should be maintained.

Speaking of the situation in Kosovo-Metohija, Dr Orlic pointed out that official Belgrade, led by President Aleksandar Vucic, remains committed to the policy of peace and stability, despite the impossible conditions and obstructions from the Pristina side. He informed the German Ambassador about terror and open threats to the property and physical security of the Serbian people. "Almost a decade after the signing of the Brussels Agreement, nothing has been done to establish the Community of Serb Municipalities (ZSO). Not only does Albin Kurti ignore this obligation, he brazenly used the Berlin Process to send a message that it would never be established. Serbs in Kosovo-Metohija have left the provisional institutions of local self-government precisely because Pristina openly violates all agreements which is being tolerated," said the National Assembly Speaker.

Ambassador Konrad shared her concern about the latest events in Kosovo-Metohija and appealed not to allow the situation to escalate. She mentioned the press release of EU High Representative for Foreign Affairs and Security Policy Josep Borrell dated 5 November, calling on Belgrade and Pristina to reduce tensions and honour their obligations from the dialogue process. "For us, the Brussels Agreement is valid as a whole and it must be respected in full, which includes the formation of the Community of Serb Municipalities," said the German Ambassador. She added that the development of the entire Western Balkans region, preservation of peace and stability, is of the greatest interest for Germany, as is evident in Germany's engagement within the Berlin Process which had recently, on 3 November, led to the signing of three regional agreements in Berlin.

Ambassador Konrad also emphasised Germany's support for the efforts Serbia undertakes on its path to full membership in the European Union.
