National Assembly Deputy Speaker Elvira Kovacs Takes Part in Conference of Presidents of Parliament in Dublin

National Assembly Deputy Speaker Elvira Kovacs took part in the Conference of Presidents of Parliament, in Dublin, on 28 and 29 September 2023, organised by the Parliamentary Assembly of the Council of Europe and hosted by the Parliament of Ireland. The summit was attended by more than 60 speaker and deputy speakers and about 400 delegates, as well as the heads of a number of interparliamentary assemblies.


In her address on "The challenges to representative democracy in volatile times", Deputy Speaker Kovacs emphasised that Serbia attaches great importance to the Parliament as the supreme legislative and representative body that greatly contributes to transparency and democracy. "By working together in numerous areas of importance for the lives of our citizens, we want to contribute to the creation of an attractive, stable and predictable economic and investment environment that is ready to meet the needs of developed countries," said Kovacs. She said that Serbia is ready to cooperate with its neighbours, as well as partners in the Council of Europe member states and that peace and cooperation on a global and regional level, commitment to the rule of law and respecting international law are the chief characteristics of Serbia’s domestic and foreign policy actions.

In the discussion on "Equality and diversity in public representation - the participation of young people, women and ethnic and social groups as members of parliament", she emphasised that the laws in Serbia provide for a new quota of 40% instead of the previously stipulated 30% quota for the underrepresented gender on the electoral list. Equal representation of the sexes is a requirement when submitting party electoral lists - both for general parliamentary elections and for elections for local councillors. Speaking of minority protection, she underlined that the national councils of national minorities are an institutional form for realising the collective rights of national minorities to self-government in the field of culture, education, information and official use of language and script. Under EU negotiation chapter 23, Serbia adopted the Action Plan for the exercise of the rights of national minorities, which is currently being revised.
