Head of National Assembly Standing Delegation to Francophonie PA at Conference of Region Europe Delegation Heads

The Head of the standing Delegation of the National Assembly of the Republic of Serbia to the Parliamentary Assembly of La Francophonie (APF), MA Jadranka Jovanovic, took part in the Conference of Heads of Delegations of APF Region Europe, held in Warsaw, Poland, from 13 to 14 April 2026.


The topics of the Conference were National Parliaments in the European Union, balance sheet and reform projects, and The role of parliaments in creating security policy and challenges related to the increase in military spending by states.

In the introductory part of the Conference, the participants were addressed by the Deputy Marshal of the Polish Senate, Magdalena Biejat, who emphasised the importance of cooperation within the Parliamentary Assembly of La Francophonie and called for joint projects, especially in the field of culture. The Head of the Polish standing delegation to the Parliamentary Assembly of La Francophonie, Kazimierz Michal Ujazdowski, also addressed the Conference, emphasising the importance of participation and cooperation within La Francophonie for promoting the values of democracy and human rights, and spreading culture and the French language.

In her address, MA Jadranka Jovanovic emphasised that the European integration process cannot be successful if it takes place without the full and substantial participation of national parliaments. The National Assembly of the Republic of Serbia has previously established an institutional framework for monitoring European integration, primarily through the work of the European Integration Committee and through formalised procedures for considering and adopting negotiation clusters. It has also implemented reforms aimed at improving the transparency of parliamentary work, as well as introducing modern digital tools into the legislative process. She concluded that for the future of the European Union and its enlargement process, it is crucial that national parliaments have a real, not just a formal, role in shaping policies. The Republic of Serbia remains firmly committed to strengthening parliamentary control, improving transparency and actively contributing to the European dialogue.

The Warsaw Conference was attended by the heads of APF delegations for Region Europe from the parliaments of Poland, Belgium, Albania, Andorra, Catalonia, France, Jersey, Jura, Lithuania, North Macedonia, Monaco, Romania, Saarland, Serbia, Val d'Aosta, Vaud, Switzerland, as well as the PAF General Delegate for Region Europe. As part of the Conference programme, the participants visited the Department of Romance Languages at the University of Warsaw and attended a lecture on the topic of learning the French language and exchanging experiences on this issue.
