Eighth Extraordinary Session of the National Assembly of the Republic of Serbia, 14th Legislature
At the request of 109 MPs, the Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia, 14th Legislature, for Monday, 6 July 2026, starting at 10 am.
The following agenda has been set for the session:
1.Bill on Weapons and Ammunition, submitted by the Government;
2.Bill amending and modifying the Criminal Code, submitted by the Government;
3.Bill on the Legal Status of International Sports Federations Based in the Republic of Serbia, submitted by the Government;
4.Bill amending the Law on Prevention of Doping in Sports, submitted by the Government;
5.Bill on Parents-Caregivers and Caregivers, submitted by the Government;
6.Bill on Integrated Prevention and Control of Environmental Pollution, submitted by the Government;
7.Bill amending the Law on the Constitutional Court, submitted by MP Milenko Jovanov;
8.Bill amending and modifying the Law on Financing Political Activities, submitted by MP Miroslav Petrasinovic;
9.Bill on the Confirmation of the Additional Protocol to the Convention on the Contract for the International Carriage of Goods by Road (CMR) concerning the Electronic Consignment Note, submitted by the Government;
10.Bill on the Confirmation of the Optional Protocol to the Convention on the Rights of the Child on a Communications Procedure, submitted by the Government;
11.Proposal of an authentic interpretation of the provision of Article 231a, paragraph 12, item 2) of the Law on Air Transport, submitted by the Committee on Constitutional and Legislative Issues;
12.Proposal of an authentic interpretation of the provision of Article 18, item 4) of the Law on Electronic Media, submitted by the Committee on Constitutional and Legislative Issues;
13.Proposal of the Decision to grant consent to the Rulebook on Internal Organisation and Job Systematisation at the Commissioner for the Protection of Equality Support Service, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
14.List of Candidates for the election of Chair of the Council of the Regulatory Authority for Electronic Communications and Postal Services, submitted by the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications;
15.List of Candidates for the election of members of the Council of the Regulatory Authority for Electronic Communications and Postal Services, submitted by the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications;
16.Proposal of the Decision on the Appointment of the Standing Composition of the Republic Electoral Commission, submitted by the National Assembly Speaker;
17.Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the PUPS – Solidarity and Justice Parliamentary Group, and the
18.Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Party of Freedom and Justice Parliamentary Group.
The National Assembly accepted the proposal of MP Milenko Jovanov, to complete a joint debate in principle and single debate on all the items on the agenda.
Before moving on to the agenda, National Assembly Speaker Ana Brnabic noted the resignation tendered to the post of member of the National Assembly by MP Prof. Dr Jelena Jerinic.
Based on the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issue, pursuant to articles 132 and 133 of the Law on Election of MPs, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Prof. Dr Jelena Jerinic before the expiry of the term she was elected for on the day she tendered her resignation.
The National Assembly then commenced and for the remainder of the day conducted the joint debate in principle and single debate on items 1 to 18 on the agenda.
On the second day of the proceedings, 7 July 2026, before moving on to the agenda the heads i.e. authorised representatives of the parliamentary groups, MPs Dragan Jonic, Milija Miletic, Petar Boskovic, Doc. Dr Rastislav Dinic, Mila Popovic, Ivana Rokvic, Bojan Torbica and Prof. Dr Marko Atlagic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
In the morning part of the session, the National Assembly continued the joint debate in principle and single debate on all the items on the agenda.
For the remainder of the day, the National Assembly conducted the joint debate in principle and single debate on items 1 to 18 on the agenda.
On the third day of the proceedings, 8 July 2026, the National Assembly conducted and concluded the joint debate in principle and single debate on items 1 to 18 on the agenda.
The National Assembly then began the debate in detail on the Bill on Weapons and Ammunition, submitted by the Government.
On the fourth day of the proceedings, 9 July 2026, before moving on to the agenda the heads i.e. authorised representatives of the parliamentary groups, MPs Dragan Jonic, Milija Miletic, Prof. Dr Mitar Kovac, Dr Tatjana Markovic Topalovic, Doc. Dr Biljana Djordjevic, Prof. Dr Snezana Rakic, Jelena Milosevic, Marko Milosevic and Milimir Vujadinovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly conducted and concluded the debate in detail on items 1 to 5 on the agenda.
On the fifth day of the proceedings, 10 July 2026, the National Assembly completed the debate on the amendments submitted to the Bill on Integrated Prevention and Control of Environmental Pollution.
By the end of the day the National Assembly also completed a debate in detail on the Proposal of an authentic interpretation of the provision of Article 231a, paragraph 12, item 2) of the Law on Air Transport, and the Proposal of an authentic interpretation of the provision of Article 18, item 4) of the Law on Electronic Media.
As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Speaker Ana Brnabic set Friday, 10 July 2026, as Voting Day on all the items on the agenda of the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia, 14th Legislature, starting at 3 pm.
Voting Day
On Voting Day, 10 July 2026, the National Assembly adopted, by majority vote, the Bill on Weapons and Ammunition, Bill amending and modifying the Criminal Code, Bill on the Legal Status of International Sports Federations Based in the Republic of Serbia, Bill amending the Law on Prevention of Doping in Sports, Bill on Parents-Caregivers and Caregivers, Bill on Integrated Prevention and Control of Environmental Pollution, Bill amending the Law on the Constitutional Court, Bill amending and modifying the Law on Financing Political Activities, Bill on the Confirmation of the Additional Protocol to the Convention on the Contract for the International Carriage of Goods by Road (CMR) concerning the Electronic Consignment Note, Bill on the Confirmation of the Optional Protocol to the Convention on the Rights of the Child on a Communications Procedure, Proposal of an authentic interpretation of the provision of Article 231a, paragraph 12, item 2) of the Law on Air Transport, Proposal of an authentic interpretation of the provision of Article 18, item 4) of the Law on Electronic Media, and the Proposal of the Decision to grant consent to the Rulebook on Internal Organisation and Job Systematisation at the Commissioner for the Protection of Equality Support Service.
On Voting Day, the National Assembly elected, by majority vote, Mirko Vujadinovic Chair of the Council of the Regulatory Authority for Electronic Communications and Postal Services, to a five year mandate, as well as Doc. Dr Mihailo Jovanovic, Slobodan Nedeljkovic, Snezana Petrovic and Mira Stevanovic members of the Council of the Regulatory Authority for Electronic Communications and Postal Services, also to a five year mandate. Following the vote, National Assembly Speaker Ana Brnabic congratulated them and wished them success.
By majority vote, the National Assembly then adopted the Proposal of the Decision on the Appointment of the Standing Composition of the Republic Electoral Commission, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the PUPS – Solidarity and Justice Parliamentary Group, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Party of Freedom and Justice Parliamentary Group.
On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ana Brnabic concluded the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia, 14th Legislature.
