Delegation to the South East Europe Cooperation Process Parliamentary Assembly

The South East Europe Cooperation Process Parliamentary Assembly was inaugurated on 10 May 2014 and is the fruit of institutionalisation of the long-standing parliamentary cooperation between the 12 participating countries of the South East Europe Cooperation Process.

The South East Europe Cooperation Process (SEECP) was launched in 1996 with the aim to transform South-East Europe into a region of stability, security and cooperation in line with European integration trends, by promoting inter-dialogue and cooperation at all levels and in all areas of common interest. The following twelve countries take part in the work of the Cooperation Process as full members: Albania, Bosnia and Herzegovina, Bulgaria, Montenegro, Greece, Croatia, Former Yugoslav Republic of Macedonia, Moldova, Romania, Serbia, Slovenia and Turkey. The Republic of Serbia was included into the full scope of activities of the SEECP at the Skopje Summit in October 2000.

The SEECP Parliamentary Dimension was launched at the conference of Parliament Speakers in Athens, 15-16 October 1997, with the rising need for a more intense cooperation between the parliaments as a logical continuation of the existing cooperation at the governmental/ministerial level. Before the inauguration of the Parliamentary Assembly, the SEECP Parliamentary Dimension functioned at the level of national coordinator meetings, SEECP Parliamentary Dimension Working Group, annual conference of Parliament Speakers of SEECP participating countries, as well as international conferences on topics of interest for the SEE region.

The National Assembly’s standing delegation has four members and four substitute members, while the National Assembly Speaker is also the head of the delegation. The plenary session takes place once a year at the parliament chairing the SEECP, while the meetings of the three general committees take place once a year at the parliament the elected general committee chairperson belongs to. The Regional Secretariat for Parliamentary Cooperation with headquarters in Sofia, Regional Secretariat for Cooperation with headquarters in Sarajevo and the network of national coordinators offer operational support.

The SEECP fundamental document is the Charter on Good Neighbourly Relations, Stability, Security and Cooperation in South East Europe, adopted in Bucharest in 2000.

The founding document of the SEECP Parliamentary Assembly is the Declaration on the inauguration of the SEECP Parliamentary Assembly, adopted on 10 May 2014 in Bucharest.
