The Legislation Sector conducts business relating to the preparation and processing of material for the needs of parliamentary groups; preparation and processing of acts important for the work of working bodies; analysis of laws, bills and other general acts; analysis of compliance of regulations with European Union regulations; drafting of informative and analytical research; library material and other business for the needs of the National Assembly in the performance of its legislative function.

The Legislation Sector comprises seven departments:


1) Department for the Affairs of Parliamentary Groups,

2) Constitutional Law System and Organisation of Power Department,

3) Economic-Financial Issues Department,

4) Defense and National Issues Department,

5) General Social Issues Department,

6) European Integration Departmentand

7) National Assembly Library.

Department for the Affairs of Parliamentary Groups,

The Department for the Affairs of Parliamentary Groups conducts the following business: analyses laws and bills; prepares act proposals submitted by MPs – members of a parliamentary group to the National Assembly; prepares and provides expert processing of amendments submitted to bills and other act proposals; provides MPs with expert assistance relating to the application of valid regulations; prepares information; provides MPs with expert assistance in the implementation of the National Assembly Rules of Procedure and other acts of the National Assembly; provides expert processing of initiatives, petitions, proposals and suggestions submitted by citizens, associations and organisations to a parliamentary group (prepares responses and opinions); organises meetings between MPs and citizens, representatives of state authorities, organisations and bodies, as well as other professional and clerical services for the needs of the parliamentary groups and MPs.

Constitutional Law System and Organisation of Power Department

The Constitutional Law System and Organisation of Power Department performs tasks relating to the: analysis of laws, bills and other acts within the scope of the committees; preparation and organisation of sittings of working bodies, drafting of reports and preparation of acts and information on issues debated at the sittings of working bodies; it provides expert opinion relating to issues debated by working bodies; prepares amendments to bills, other regulations and general acts for the needs of the committees; monitors the implementation of the working bodies’ conclusions, prepares reports and opinions on proposals for authentic interpretation of laws and other acts passed by the National Assembly; drafts the Assembly budget proposal; deals with immunity issues of the MPs and other elected persons; prepares reports and opinions concerning proposals for the initiation of proceedings for the estimation of constitutionality of laws; drafts acts important for the implementation of the National Assembly’s control i.e. electoral function; organises public hearings; prepares analyses and information on initiatives, petitions, proposals and suggestions made by citizens, associations and organisations, as well as conducts other expert and clerical business for the needs of the Committee on Constitutional and Legislative Issues; Committee on the Judiciary, Public Administration and Local Self-Government; Committee on Human and Minority Rights and Gender Equality; Committee on Administrative, Budgetary, Mandate and Immunity Issues and the Committee on the Rights of the Child.

Economic-Financial Issues Department

The Economic-Financial Issues Department performs tasks relating to the: analysis of laws, bills and other acts within the scope of the committees; preparation and organisation of sittings of working bodies, drafting of reports and preparation of acts and information on issues debated at the sittings of working bodies; it provides expert opinion relating to issues debated by working bodies; prepares amendments to bills, other regulations and general acts for the needs of the committees; monitors the implementation of the working bodies’ conclusions; drafts acts important for the implementation of the National Assembly’s control i.e. electoral function; organises public hearings; prepares analyses and information on initiatives, petitions, proposals and suggestions made by citizens, associations and organisations, as well as conducts other expert and clerical business for the needs of the Committee on the Economy, Regional Development, Trade, Tourism and Energy; Committee on Finance, State Budget and Control of Public Spending; Agriculture, Forestry and Water Management Committee and the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications.

Defense and National Issues Department

The Defense and National Issues Department performs tasks relating to the: analysis of laws, bills and other acts within the scope of the committees; preparation and organisation of sittings of working bodies, drafting of reports and preparation of acts and information on issues debated at the sittings of working bodies; it provides expert opinion relating to issues debated by working bodies; prepares amendments to bills, other regulations and general acts for the needs of the committees; monitors the implementation of the working bodies’ conclusions; drafts acts important for the implementation of the National Assembly’s control i.e. oversight function; organises public hearings; prepares analyses and information on initiatives, petitions, proposals and suggestions made by citizens, associations and organisations, as well as conducts other expert and clerical business for the needs of the Defense and Internal Affairs Committee; Committee on the Diaspora and Serbs in the Region, Committee on Kosovo-Metohija and the Security Services Control Committee.

General Social Issues Department

The General Social Issues Department performs tasks relating to the: analysis of laws, bills and other acts within the scope of the committees; preparation and organisation of sittings of working bodies, drafting of reports and preparation of acts and information on issues debated at the sittings of working bodies; it provides expert opinion relating to issues debated by working bodies; prepares amendments to bills, other regulations and general acts for the needs of the committees; monitors the implementation of the working bodies’ conclusions; drafts acts important for the implementation of the National Assembly’s control i.e. electoral function; organises public hearings; prepares analyses and information on initiatives, petitions, proposals and suggestions made by citizens, associations and organisations, as well as conducts other expert and clerical business for the needs of the Committee on Education, Science, Technological Development and the Information Society; Culture and Information Committee; Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction; Health and Family Committee and the Environmental Protection Committee.

European Integration Department

The European Integration Departmentperforms tasks relating to the: analysis of bills and other general acts from the aspect of compliance with European Union regulations; drafting of a compliance table of a bill or other general act proposed by the MPs at the National Assembly with European Union regulations; it prepares opinions on the justification of a summary procedure to pass a law; prepares analyses, information and reports relating to documents debated by the European Integration Committee; prepares comparative reviews of European Union regulations and information on the need to harmonise the existing regulations with European Union regulations; establishes communication with competent services of European institutions and parliaments of European Union member states, as well as parliaments of countries in the region with the purpose of improving the European integration process, as well as conducts other expert and clerical business for the needs of the European Integration Committee and the MPs.

National Assembly Library

The National Assembly Library conducts information analyses research duties concerning the National Assembly’s legislative activities; expert research and comparative analysis for the needs of the MPs and working bodies of the National Assembly on issues in the National Assembly’s scope; drafts expert analyses and information at the request of international organisations, national parliaments and institutions within the European Centre for Parliamentary Research and Documentation network; gathers, processes, keeps and allows the MPs and other users the use of library material; receives, classifies, makes an inventory and keeps records of the library material; protects old and rare books; collates informative catalogues on publications and information sources at the library and cooperates with other libraries, as well as conducts other expert and clerical business for the needs of the MPs and working bodies of the National Assembly related to providing research assistance on issues in the National Assembly’s scope.
