Twelfth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014
National Assembly Speaker Maja Gojkovic convened the Twelfth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014 for Friday, 26 December 2014, starting at 10 am.
The National Assembly set the following agenda:
1. Energy Bill, submitted by the Government;
2. Bill amending the Law on Planning and Construction, submitted by a group of 122 MPs of the Serbian Progressive Party Parliamentary Group;
3. Bill amending the Law on Civil Registry Books, submitted by the Government;
4. Bill amending and modifying the Law on Special Conditions for Registration of Ownership of the Facilities Built without a Building Permit, submitted by a group of 123 MPs of the Serbian Progressive Party Parliamentary Group; and
5. Bill on the Confirmation of the Framework Agreement between the Republic of Serbia and the European Commission on the Arrangements for Implementation of Union Financial Assistance to the Republic of Serbia under the Instrument for Pre-Accession Assistance (IPA II), submitted by the Government.
The National Assembly accepted the proposal of MP Katarina Rakic to complete a joint debate in principle and single debate on all the items on the agenda.
The National Assembly then proceeded to commence a joint debate in principle and single debate on the Energy Bill, Bill amending the Law on Planning and Construction, Bill amending the Law on Civil Registry Books, Bill amending and modifying the Law on Special Conditions for Registration of Ownership of the Facilities Built without a Building Permit and the Bill on the Confirmation of the Framework Agreement between the Republic of Serbia and the European Commission on the Arrangements for Implementation of Union Financial Assistance to the Republic of Serbia under the Instrument for Pre-Accession Assistance (IPA II).
The sitting was attended by representatives of the submitters who provided the rationale for the bills. Deputy Prime Minister of the Republic of Serbia and Minister of Public Administration and Local Self-Government Dr Kori Udovicki elaborated on the Bill amending the Law on Civil Registry Books, Minister without portfolio responsible for European integration Jadranka Joksimovic elaborated on the Bill on the Confirmation of the Framework Agreement between the Republic of Serbia and the European Commission on the Arrangements for Implementation of Union Financial Assistance to the Republic of Serbia under the Instrument for Pre-Accession Assistance (IPA II), Minister of Mining and Energy Aleksandar Antic elaborated on the Energy Bill, and MP Katarina Rakic elaborated on the Bill amending the Law on Planning and Construction and the Bill amending and modifying the Law on Special Conditions for Registration of Ownership of the Facilities Built without a Building Permit.
The National Assembly conducted and, by the end of the day, concluded the joint debate in principle and single debate on all the items on the agenda.
On the second day of the proceedings, 28 December, the National Assembly completed a debate in detail on the Energy Bill, Bill amending the Law on Planning and Construction, Bill amending the Law on Civil Registry Books and the Bill amending and modifying the Law on Special Conditions for Registration of Ownership of the Facilities Built without a Building Permit.
As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Speaker Maja Gojkovic set Monday, 29 December 2014, as Voting Day on all the items on the agenda for the Twelfth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 10 am.
Voting Day
On Voting Day, 29 December, by majority vote, the National Assembly passed the Energy Bill, submitted by the Government, Bill amending the Law on Planning and Construction, submitted by a group of 122 MPs of the Serbian Progressive Party Parliamentary Group, Bill amending the Law on Civil Registry Books, submitted by the Government, Bill amending and modifying the Law on Special Conditions for Registration of Ownership of the Facilities Built without a Building Permit, submitted by a group of 123 MPs of the Serbian Progressive Party Parliamentary Group, and the Bill on the Confirmation of the Framework Agreement between the Republic of Serbia and the European Commission on the Arrangements for Implementation of Union Financial Assistance to the Republic of Serbia under the Instrument for Pre-Accession Assistance (IPA II), submitted by the Government.
On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Twelfth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014.
The completion of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014 was followed by the performance of the national anthem “God of Justice” by the mixed choir “Harmonija” (“Harmony”) from Novi Sad, led by conductor Vesna Kesic Krsmanovic.
