Thirteenth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011

At the request of the Government of the Republic of Serbia, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, convened the Thirteenth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, for Tuesday, 20 September 2011, starting at 10 a.m.


The request to hold the session set the following agenda:

1. Public Property Bill, submitted by the Government;

2. Bill on Property Restitution and Compensation, the Government and

3. Bill amending and modifying the Law on Restitution of Property to Churches and Religious Communities, the Government.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Nikola Krpic, Riza Halimi, Miroslav Markicevic, Bojan Djuric, Zeljko Tomic, Dragan Sormaz and Dragan Todorovic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

The National Assembly conducted and concluded a debate in principle on the Public Property Bill, elaborated by Deputy Prime Minister Bozidar Djelic, representative of the submitter.

On the second day of work, 21 September, the National Assembly conducted a debate in principle on the Bill on Property Restitution and Compensation. The Bill was elaborated by Deputy Prime Minister Bozidar Djelic.

At the proposal of the Administrative Committee, the National Assembly noted the termination of the term of office of MPs Veroljub Stevanovic and Sasa Milenic, from the For European Serbia – Boris Tadic electoral list, before the expiration of the term they have been elected to.

In the course of the afternoon, the National Assembly concluded the debate in principle the Bill on Property Restitution and Compensation.

By the end of the day the National Assembly had conducted and concluded a debate in principle on the Bill amending and modifying the Law on Restitution of Property to Churches and Religious Communities, whish was also elaborated by Deputy Prime Minister Bozidar Djelic.

On the third day of work, 22 September, the National Assembly conducted a debate in detail on the Public Property Bill.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Milan Dimitrijevic, Serif Hamzagic, Bojan Djuric, Miroslav Markicevic, Jorgovanka Tabakovic, Ljubomir Kragovic and Jadranka Jovisic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

At the proposal of the Administrative Committee, the National Assembly noted the existence of sufficient grounds to verify the terms of office of MPs Ljubisa Sudimac and Jovana Fa, elected from the For European Serbia – Boris Tadic electoral list.

On the behalf of the MPs and herself, the Chair, National Assembly Deputy Speaker Gordana Comic, greeted the members of the Wrestling Federation of Serbia who viewed part of the sitting from the gallery of the Grand Hall.

By the end of the day the National Assembly had concluded the debate in detail on the Public Property Bill.

On the fourth day of work, 23 September, the National Assembly conducted and concluded a debate in detail on the second item on the agenda, the Bill on Property Restitution and Compensation.

After recess, the Chair, National Assembly Deputy Speaker Gordana Comic informed the MPs that the Government had decided to withdraw the Bill amending and modifying the Law on Restitution of Property to Churches and Religious Communities from procedure. The Chair informed the MPs that the beginning of the Fourteenth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, convened for Monday, 26 September 2011, at 5 p.m., would be rescheduled for Monday, 26 September 2011, at 10 a.m.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Gordana Comic, stated that the MPs would be subsequently and timely informed of the continuation i.e. the Voting Day on all the items on the agenda for the Thirteenth Extraordinary Session of the National Assembly in 2011, as well as the Twelfth Extraordinary Session of the National Assembly in 2011.

On Voting Day, 26 September, by a majority of votes, the National Assembly adopted the Public Property Bill and Bill on Property Restitution and Compensation.

 

As the National Assembly had completed the discussion on both the items on the agenda for the session and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the Thirteenth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011.
