Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016 for Tuesday, 25 October 2016, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Dragan Jovanovic, Nenad Milic, Nenad Konstantinovic, Gorica Gajic, Bosko Obradovic, Dr Muamer Bacevac, Veroljub Stevanovic, Nedjo Jovanovic, Milija Miletic, Tatjana Macura and Zarko Micin, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt the following agenda:

  1. Bill amending and modifying the Law the on Navigation and Ports on Inland Waterways, submitted by the Government;
  2. Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Korea, submitted by the Government;
  3. Bill on the Confirmation of the Loan Agreement between the Government of the Republic of Serbia and the Abu Dhabi Fund for Development to Support the General Budget, submitted by the Government;
  4. Bill on the Confirmation of the Framework Loan Agreement LD 1830 (2014) between the Council of Europe Development Bank and the Republic of Serbia, submitted by the Government;
  5. Bill on the Confirmation of the Finance Agreement “Apex loan for small and medium enterprises and other priorities III/B” between the Republic of Serbia and the European Investment Bank and the National Bank of Serbia, submitted by the Government;
  6. Bill on the Confirmation of the Loan Agreement (Modernisation and Optimisation of Public Administration Program) between the Republic of Serbia and the International Reconstruction and Development Bank, submitted by the Government;
  7. Bill on the Confirmation of the Framework Loan Agreement LD 1768 (2012) between the Council of Europe Development Bank and the Republic of Serbia, submitted by the Government;
  8. Bill on the Confirmation of the Agreement Concerning the Establishment of the Western Balkans Fund, accompanied by the Statute of the Western Balkans Fund, submitted by the Government;
  9. Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2016, submitted by the Government;
  10. Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2016, submitted by the Government;
  11. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Social Democratic Party of Serbia Parliamentary Group;
  12. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the League of Social Democrats of Vojvodina – Green Party Parliamentary Group;
  13. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Enough is Enough Parliamentary Group, and
  14. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.
The National Assembly accepted, by majority vote, the proposal of MP MA Igor Becic to complete a joint debate in principle and single debate on items 1 and 2 on the agenda; joint single debate on items 3 to 8 on the agenda; joint single debate on items 9 and 10 on the agenda, and joint single debate on items 11 to 13 on the agenda for the sitting.

The National Assembly then commenced the joint debate in principle and single debate on items 1 and 2 on the agenda, elaborated on the behalf of the submitter by Deputy Prime Minister and Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic.

By the end of the day’s proceedings the National Assembly had completed the debate on the Bill amending and modifying the Law the on Navigation and Ports on Inland Waterways and the Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Korea.

On the second day of the proceedings, 26 October, the National Assembly commenced the joint single debate on items 3 to 8 on the agenda.

The bills were presented by representatives of the submitter Minister of Finance Dusan Vujovic and First Deputy Prime Minister and Minister of Foreign Affairs Ivica Dacic.

For the remainder of the work day the National Assembly conducted the joint single debate on the bills.

National Assembly Speaker Maja Gojkovic informed the MPs that the continuation of the sitting will be decided on on 27 October after the parliamentary questions on the last Thursday of the month.

On the fourth day of the proceedings, 1 November, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Djordje Vukadinovic, Nenad Milic, Dragan Jovanovic, Bosko Obradovic, Veroljub Stevanovic, Marijan Risticevic, Prof. Dr Vojislav Seselj, Sasa Radulovic, Marko Djurisic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The Chair, National Assembly Speaker Maja Gojkovic greeted, on the behalf of the MPs and herself, three groups of students of the Belgrade Faculty of Political Sciences who followed part of the sitting from the gallery of the National Assembly Grand Hall.

In the course of the work day the National Assembly completed a joint single debate on items 3 to 8 on the agenda.

On the fifth day of the proceedings, 2 November, the National Assembly commenced a joint single debate on items 9 and 10 on the agenda, elaborated on the behalf of the submitter by Minister of Defence Zoran Djordjevic.

The National Assembly proceeded to conduct and conclude the joint single debate on the Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2016 and the Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2016.

By the end of the work day, the National Assembly also completed a joint single debate on items 11 to 13 on the agenda, as well as a single debate on item 14.

On the sixth day of the proceedings, 8 November, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Bosko Obradovic, Marinika Tepic, Miroslav Aleksic, Prof. Dr Vojislav Seselj, Dr Predrag Jelenkovic, Radoslav Milojicic, Marijan Risticevic, Branka Stamenkovic, Stefana Miladinovic and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then proceeded to commence a debate in detail on the Bill amending and modifying the Law the on Navigation and Ports on Inland Waterways.

For the remainder of the work day the National Assembly conducted the debate in detail on item 1 on the agenda.

The Chair, National Assembly Deputy Speaker Veroljub Arsic informed the MPs about the Third Special Sitting of the National Assembly of the Republic of Serbia in 2016 to be held on Wednesday at 10 am, where they would be addressed by the President of the Pan-African Parliament Roger Nkodo Dang.

On the seventh day of the proceedings, 9 November, the National Assembly conducted and concluded the debate in detail on the Bill amending and modifying the Law the on Navigation and Ports on Inland Waterways.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Maja Gojkovic set Thursday, 10 November, as Voting Day on all the items on the agenda for the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, starting at 10 am.

Voting Day

On Voting Day, 10 November 2016, by majority vote, the National Assembly passed the Bill amending and modifying the Law the on Navigation and Ports on Inland Waterways, Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Korea, Bill on the Confirmation of the Loan Agreement between the Government of the Republic of Serbia and the Abu Dhabi Fund for Development to Support the General Budget, Bill on the Confirmation of the Framework Loan Agreement LD 1830 (2014) between the Council of Europe Development Bank and the Republic of Serbia, Bill on the Confirmation of the Finance Agreement “Apex loan for small and medium enterprises and other priorities III/B” between the Republic of Serbia and the European Investment Bank and the National Bank of Serbia, Bill on the Confirmation of the Loan Agreement (Modernisation and Optimisation of Public Administration Program) between the Republic of Serbia and the International Reconstruction and Development Bank, Bill on the Confirmation of the Framework Loan Agreement LD 1768 (2012) between the Council of Europe Development Bank and the Republic of Serbia, Bill on the Confirmation of the Agreement Concerning the Establishment of the Western Balkans Fund, accompanied by the Statute of the Western Balkans Fund, Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2016 and the Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2016.

The MPs also adopted the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Social Democratic Party of Serbia Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the League of Social Democrats of Vojvodina – Green Party Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Enough is Enough Parliamentary Group, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016.
