Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011, for Thursday, 31 March 2011, starting at 1 p.



The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011, for Thursday, 31 March 2011, starting at 1 p.m.

The sitting started at 2:35 p.m.

The National Assembly set the following agenda:

1. The Bill on Advocacy, submitted by the Government

2. The Bill on Public Notaries, submitted by the Government

3. The Bill on Enforcement and Security, submitted by the Government

4. The Bill amending and modifying the Law on Enforcement of Penal Sanctions, submitted by the Government

5. The Bill on the Capital Market, submitted by the Government

6. The Bill amending and modifying the Law on Foreign Exchange Operations, submitted by the Government

7. The Bill amending and modifying the Investment Fund Law, submitted by the Government

8. The Bill amending and modifying the Financial Leasing Law, submitted by the Government

9. The Bill amending and modifying the Law on Default Interest Rate, submitted by the Government

10. The Bill amending and modifying the Law on Voluntary Pension Funds and Pension Plans, submitted by the Government

11. The Bill amending and modifying the Law on Payment Transactions, submitted by the Government

12. The Bill amending and modifying the Law on Road Transport, submitted by the Government

13. The Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia represented by the Ministry of Defence and the NATO Group of National Directors on Codification – Allied Committee 135 (AC/135) on the adoption of the NATO codification system, submitted by the Government

14. The Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Czech Republic on police cooperation in the fight against crime, submitted by the Government

15. The Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Kazakhstan on mutual stimulation and protection of investment, submitted by the Government

16. The Bill on the Confirmation of the Agreement on EPS Electronic Counters guarantee between the Republic of Serbia and the European Investment Bank, submitted by the Government

17. The Bill on the Confirmation of the Corridor 10 Motorway (E-80) Phase I Financial Agreement between the Republic of Serbia the European Investment Bank, submitted by the Government

18. The Bill on the Confirmation of the Agreement between the Republic of Serbia and the International Criminal Court on the enforcement of International Criminal Court Sentences, submitted by the Government

19. The Proposal of the Decision amending the Decision on the establishment of the composition of the standing delegations of the National Assembly of the Republic of Serbia to international parliamentary institutions, submitted by the National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic.

By a majority of votes, the National Assembly decided to complete a joint debate in principle and unified debate on items 1, 2, 3, 4 and 18 on the agenda, a joint debate in principle on items 5, 6, 7, 8, 9, 10 and 11 on the agenda, a joint debate in principle and unified debate on items 12, 16 and 17 on the agenda and a joint unified debate on items 13, 14 and 15 on the agenda.

By a majority of votes, the National Assembly adopted the proposal to change the order of the items on the agenda so that the Bill amending and modifying the Law on Payment Transactions may be debated as the 11 item on the agenda.


On the second day of work, 5 April, the National Assembly conducted a joint debate in principle and unified debate on the Bills on Advocacy, on Public Notaries, on Enforcement and Security and amending and modifying the Law on Enforcement of Penal Sanctions, as well as the Bill on the Confirmation of the Agreement between the Republic of Serbia and the International Criminal Court on the enforcement of International Criminal Court Sentences. The Bills were elaborated by Minister of Justice Snezana Malovic.

At the beginning of the sitting, the Chair, National Assembly Deputy Speaker Gordana Comic greeted the delegation of the Ukrainian Supreme Rada present at the gallery of the Great Hall.

The heads i.e. authorised representatives of the parliamentary groups, Nikola Krpic, Miroslav Petkovic, Vjerica Radeta and Velimir Ilic requested information and explanations in line with article 286 of the Rules of Procedure.

By the end of the day, the National Assembly had concluded the joint debate in principle and unified debate on the Bills.

On the third day of work, 6 April, the National Assembly completed a joint debate in principle on the Bill on the Capital Market, Bill amending and modifying the Law on Foreign Exchange Operations, Bill amending and modifying the Investment Fund Law, Bill amending and modifying the Financial Leasing Law, Bill amending and modifying the Law on Default Interest Rate, Bill amending and modifying the Law on Voluntary Pension Funds and Pension Plans and the Bill amending and modifying the Law on Payment Transactions. The Bills were elaborated by Deputy Prime Minister of the Republic of Serbia Bozidar Djelic, representative of the submitters.

On the fourth day of work, 7 April, the National Assembly conducted a joint debate in principle and unified debate on the Bill amending and modifying Law on Road Transport, Bill on the Confirmation of the Agreement on EPS Electronic Counters guarantee between the Republic of Serbia and the European Investment Bank and the Bill on the Confirmation of the Corridor 10 Motorway (E-80) Phase I Financial Agreement between the Republic of Serbia the European Investment Bank.

On the behalf of the submitters, the Bills were elaborated by Minister of Infrastructure and Energy Milutin Mrkonjic.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Sinisa Stamenkovic, Cedomir Jovanovic, Dejan Pisarevic, Slobodan Samardzic, Velimir Ilic, Vjerica Radeta and Mirko Cikiriz requested information and explanations, in line with article 286 of the Rules of Procedure.

National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic greeted a group of high-school students, members of the Zrenjanin Grammar School student parliament, who viewed part of the sitting from the gallery of the Great Hall of the National Assembly House, on the behalf of the deputies and herself.

By the end of the day the National Assembly had concluded the joint debate in principle and unified debate on the Bills.


On the fifth day of work, 12 April, the National Assembly conducted a joint unified debate on the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia represented by the Ministry of Defence and the NATO Group of National Directors on Codification – Allied Committee 135 (AC/135) on the adoption of the NATO codification system, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Czech Republic on police cooperation in the fight against crime and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Kazakhstan on mutual stimulation and protection of investment. The Bills were elaborated by Minister of Defence Dragan Sutanovac.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Bojan Djuric, Milorad Buha, Milan Lapcevic, Nada Kolundzija and Bajram Omeragic requested information and explanations in line with article 286 of the Rules of Procedure.

At the proposal of the Administrative Committee, the National Assembly noted the termination of term of office of deputy Vesna Marjanovic, elected from the For European Serbia – Boris Tadic electoral list, before the expiration of the term she was elected to.

Before recess, the National Assembly concluded the joint unified debate on the Bills.

In the afternoon, the National Assembly conducted and concluded a joint unified debate on the Proposal of the Decision amending the Decision on the establishment of the composition of the standing delegations of the National Assembly of the Republic of Serbia to international parliamentary institutions, submitted by the National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic.

On the seventh day of work, 14 April, the National Assembly conducted and concluded a debate on the particulars on the Bill on Enforcement and Security and the Bill amending and modifying the Law on Enforcement of Penal Sanctions.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Vladimir Milentijevic, Miroslav Markicevic, Zoran Krasic and Nada Kolundzija requested information and explanations in line with article 286 of the Rules of Procedure.

In the course of the proceedings, the Chair, National Assembly Deputy Speaker Gordana Comic greeted the participants of the seminar organised by the National Assembly in cooperation with the Italian institute IPALMO and the Italian Embassy in Serbia on the “Rule of law and strengthening democracy in the countries of South-Eastern Europe”, who followed part of the sitting from the gallery of the Great Hall of the National Assembly House.

On the eighth day of work, 19 April, at the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Dragan Sormaz, Velimir Ilic, Bojan Djuric, Milan Dimitrijevic and Vjerica Radeta requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

The Chair, National Assembly Deputy Speaker Gordana Comic informed the deputies that part of the sitting was being viewed from the gallery of the Great Hall of the National Assembly House, by members of the Serbian society “Sindjelic” from Gothenburg as part of their tour of the National Assembly and greeted them on the behalf of the deputies.

National Assembly conducted and concluded a debate on the particulars on the Bill on the Capital Market, Bill amending and modifying the Law on Foreign Exchange Operations, Bill amending and modifying the Investment Fund Law, Bill amending and modifying the Financial Leasing Law, Bill amending and modifying the Law on Default Interest Rate, Bill amending and modifying the Law on Voluntary Pension Funds and Pension Plans and the Bill amending and modifying the Law on Payment Transactions.

On the ninth day of work, 20 April, the National Assembly conducted a debate on the particulars on the Bill amending and modifying the Law on Road Transport.

In the morning part of the proceedings, at the proposal of the Administrative Committee, the National Assembly noted the existence of sufficient grounds to verify the term of office of deputy Ljiljana Lucic, elected from the For European Serbia – Boris Tadic electoral list.

Having concluded the debate on all the amendments submitted to the Bill amending and modifying the Law on Road Transport, the Chair, National Assembly Deputy Speaker Gordana Comic announced that the deputies would be informed about the continuation of the session in due time.

On the eleventh day of work, 5 May, at the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Zoran Ostojic, Milica Vojic-Markovic, Esad Dzudzevic and Jovan Damjanovic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

The National Assembly included the Collective Candidate List for the election of three members of the Republic Broadcasting Agency Council, submitted by the Culture and Information Committee, into the agenda under urgent procedure.

The National Assembly completed a debate in principle on the Collective Candidate List for the election of three members of the Republic Broadcasting Agency Council.

As the National Assembly had completed the discussion on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic set Thursday, 5 May 2011, as Voting Day on the items on the agenda for the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2011, starting at 11:15 a.m.

Voting Day

On Voting Day, 5 May, by a majority of votes, the National Assembly adopted the 18 Bills on the agenda for the sitting.

By a majority of votes, the National Assembly adopted the Decision amending the Decision on the establishment of the composition of the standing delegations of the National Assembly of the Republic of Serbia to international parliamentary institutions.

By a majority of votes, the National Assembly elected Milos Rajkovic, Slobodan Veljkovic and Bozidar Nikolic members of the Republic Broadcasting Agency Council.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the deputies complained of in the course of the sitting and decided that none of the articles of the National Assembly Rules of Procedure had been violated.

As the National Assembly had completed the discussion on all the items on the agenda and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the Third Sitting of First Regular Session of the National Assembly of the Republic of Serbia in 2011.
