Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2006

The following agenda was adopted for the First Regular Session of the National Assembly of the Republic of Serbia in 2006, convened by the Chairman of the National Assembly, Predrag Markovic, for Monday 17 April:- Bill on Churches and Religious Communities, proposed by the Government; - Bill Amending and Modifying the Telecommunications Act, proposed by the Government; - Proposal of the Decision Authorising Public Procurement Procedure for External Audit Services for Final Balances of the Budget of the Republic of Serbia and Compulsory Social Insurance Organisations for 2002, 2003, and 2004, proposed by the Finance Committee, and - Proposal of the Decision Authorising Public Procurement Procedure for External Audit Services for Final Balances of the Budget of the Republic of Serbia and Compulsory Social Insurance Organisations for 2005, proposed by the Finance Committee.

    - Proposal of the Decision Authorising Public Procurement Procedure for External Audit Services for Final Balances of the Budget of the Republic of Serbia and Compulsory Social Insurance Organisations for 2002, 2003, and 2004, proposed by the Finance Committee, and


    - Proposal of the Decision Authorising Public Procurement Procedure for External Audit Services for Final Balances of the Budget of the Republic of Serbia and Compulsory Social Insurance Organisations for 2005, proposed by the Finance Committee.

At the start of the debate in principle of the Bill on Churches and Religious Communities, the deputies were addressed by the Minister of Religion, Dr Milan Radulovic, who underlined the importance of adopting the Bill and explained the basic principles established by it.

By the end of extended sitting time on the first day, the National Assembly finished discussion in principle on the Bill on Churches and Religious Communities.

Day Two

On the second day of the sitting (18 April), the National Assembly discussed the Bill Amending and Modifying the Telecommunications Act in principle.

At the start of the discussion, the proposed amendments were presented by the Minister of Capital Investment, Velimir Ilic. Mr Ilic said that amendments to the Act aimed at making it easier for telecommunications operators to do business more efficiently, as well as at harmonising legislation with European Union standards.

The National Assembly went on to hold joint discussion on the Proposal of the Decision Authorising Public Procurement Procedure for External Audit Services for Final Balances of the Budget of the Republic of Serbia and Compulsory Social Insurance Organisations for 2002, 2003, and 2004 and the Proposal of the Decision Authorising Public Procurement Procedure for External Audit Services for Final Balances of the Budget of the Republic of Serbia and Compulsory Social Insurance Organisations for 2005.

Day Three

On the third day of the sitting (19 April), the National Assembly discussed the Bill on Churches and Religious Communities in principle. The fourth day (20 April) saw discussion on the particulars of the Bill Amending and Modifying the Telecommunications Act and the Proposal of the Decision Amending the Decision on the Election of Members of Committees of the National Assembly of the Republic of Serbia, included in the agenda under urgent procedure at the motion of Milos Aligrudic, chairman of the Democratic Party of Serbia Deputies’ Group.

As soon as discussion ended Mr Markovic called a Voting Day sitting for all items from the sitting’s agenda.

On Voting Day the National Assembly adopted, in their entirety, the Bill on Churches and Religious Communities, the Bill Amending and Modifying the Telecommunications Act, the Proposal of the Decision Authorising Public Procurement Procedure for External Audit Services for Final Balances of the Budget of the Republic of Serbia and Compulsory Social Insurance Organisations for 2002, 2003, and 2004, the Proposal of the Decision Authorising Public Procurement Procedure for External Audit Services for Final Balances of the Budget of the Republic of Serbia and Compulsory Social Insurance Organisations for 2005, and the Proposal of the Decision Amending the Decision on the Election of Members of Committees of the National Assembly of the Republic of Serbia.

As the National Assembly had finished discussing and voting on all items from the agenda, the Chairman of the National Assembly, Predrag Markovic, concluded the Third Sitting of the First Session of the National Assembly of the Republic of Serbia in 2006.
