Third Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2004

The Chairman of the National Assembly of the Republic of Serbia, Dragan Marsicanin, convened, at the request of 103 deputies, the Third Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2004 for 10 a.


The Chairman of the National Assembly of the Republic of Serbia, Dragan Marsicanin, convened, at the request of 103 deputies, the Third Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2004 for 10 a.m. on Tuesday 17 February 2004.

The following agenda was established along with the request for the holding of the session:

1. Proposals of Decisions Repealing the Decision on the Election of the Governor of the National Bank of Serbia and the Decision on the Election of the President and Members of the Council of the National Bank, submitted by 72 deputies;

2. Proposals of Decisions on the Election of the Governor of the National Bank of Serbia and on the Election of the President and Members of the Council of the National Bank, submitted by the Finance Committee of the National Assembly of the Republic of Serbia;

3. Proposal of a Decision on the Dismissal and Appointment of Members of the Republic Electoral Commission and their Deputies, submitted by deputy Dejan Mihajlov;

4. Bill Amending the Act on the Election of the President of the Republic, submitted by deputy Dejan Mihajlov;

5. Bill Amending and Modifying the Act on the Election of the President of the Republic, submitted by 82 deputies from the Serbian Radical Party Deputies’ Group;

6. Bill Amending and Modifying the Act on the Election of Deputies, submitted by 53 deputies from the Democratic Party of Serbia Deputies’ Group;

7. Proposal of a Decision on the Nomination of the Vice-secretary of the National Assembly of the Republic of Serbia, submitted by the Administrative Committee of the National Assembly of the Republic of Serbia.

At the beginning of the session the National Assembly noted the confirmation of the madates of thirty-four deputies to fill vacant seats at the Assembly.

The Assembly went on to hold a joint debate on the proposals of Decisions Repealing the Decision on the Election of the Governor of the National Bank of Serbia and the Decision on the Election of the President and Members of the Council of the National Bank.

On the second day of the sitting (18 February), the National Assembly concluded joint debate in principle on proposals of Decisions Repealing the Decision on the Election of the Governor of the National Bank of Serbia and the Decision on the Election of the President and Members of the Council of the National Bank of Serbia.

On the third day of the sitting (19 February) the Assembly held a joint debate on proposals of Decisions on the Election of the Governor of the National Bank of Serbia and on the Election of the President and Members of the Council of the National Bank of Serbia, as well as on the proposal of the Decision on the Dismissal and Appointment of Members of the Republic Electoral Commission and their Deputies.

In the afternoon part of the session, the National Assembly commenced debate in principle on the Bill Amending the Act on the Election of the President of the Republic.

On the fourth day of the sitting (20 February), the National Assembly discussed in principle and in particular the Bill Amending the Act on the Election of the President of the Republic, submitted by deputy Dejan Mihajlov, and commenced discussion in principle on the Bill Modifying the Act on the Election of the President of the Republic, submitted by 82 deputies of the Serbian Radical Party Deputies’ Group.

The Deputies were informed that deputies Ljiljana Nestorovic, Slobodan Lalovic and Meho Omerovic had left the G17 Plus Deputies’ Group and that they would take part in future sessions as independent deputies.

At the start of the fifth day’s session (23 February), the deputies observed a minute’s silence as a mark of respect for Milijana Markovic and Zlatomir Kostic, killed in Staro Gacko in Kosovo and Metohia, and expressed strong disapproval of the irresponsible behaviour of the international community in turning a blind eye to crimes such as this one.

The National Assembly discussed the Bill Amending the Act on the Election of the President of the Republic in principle and in particular, and commenced debate in principle on the Bill Amending and Modifying the Act on the Election of Deputies.

On the sixth day of the sitting (24 February), the National Assembly concluded discussing the Bill Amending and Modifying the Act on the Election of Deputies in principle and in particular.

On the seventh day of the sitting (25 February), the National Assembly held a joint debate on the Proposal of the Decision on the Nomination of the Secretary of the National Assembly of the Republic of Serbia.

On Voting Day the deputies adopted proposals of decisions repealing the Decision on the Election of the Governor of the National Bank of Serbia and the Decision on the Election of Members of the Council of the National Bank of Serbia.

When work resumed, after a recess called in order to publish the adopted Decisions in the Official Gazette of the Republic of Serbia, the National Assembly adopted the Proposal of the Decision on the Election of the Governor of the National Bank of Serbia and the Proposal of the Decision on the Election of Members of the Council of the National Bank of Serbia, the Bill Amending and the Bill Modifying the Act on the Election of the President of the Republic, as well as the Bill Amending and Modifying the Act on the Election of Deputies.

The deputies also adopted the Proposal of the Decision on the Dismissal and Nomination of Members of the Republic Electoral Commission and the Proposal of the Decision on the Nomination of the Secretary of the National Assembly of the Republic of Serbia.

Chairman Marsicanin then concluded the Third Extraordinary Sitting of the National Assembly in 2004.
