Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2011

At the request of 122 deputies, the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, for Wednesday, 15 June 2011, starting at 10 a.m.


The Request to hold the extraordinary session set the following agenda:

1. The Bill amending and modifying the Law on Financing of Local Self-Government, submitted by 24 deputies of the United Regions of Serbia (G17 Plus and Together for Sumadija) Parliamentary Group.

Before moving on to the agenda, the deputies exercised their right under article 286 of the Rules of Procedure, exceptionally, by decision of the National Assembly Speaker, on Wednesday, 15 June, and requested information and explanations. Deputies Ivan Andric, Riza Halimi, Srdjan Spasojevic, Zeljko Tomic and Zoran Krasic exercised their right under said article.

The Chair, National Assembly Deputy Speaker Gordana Comic, informed the deputies that a forum was being held at the Small Hall titled “Rectifying the historic injustice regarding property restitution in Serbia: how and when?”, in the organisation of the Official Gazette and GIZ. In addition, Deputy Speaker Comic informed and invited the deputies to attend the promotion of the National Assembly’s new web page at the Central Hall of the National Assembly House, tomorrow, on Thursday, 16 June, at 2 p.m.

In the continuation, the Bill amending and modifying the Law on Financing of Local Self-Government was elaborated by the representative of the submitters, deputy Mladjan Dinkic, head of the United Regions of Serbia Parliamentary Group.

For the remainder of the day the deputies conducted and concluded the debate in principle on the Bill amending and modifying the Law on Financing of Local Self-Government.

On the second day of the session 21 June, the heads i.e. authorised representatives of the parliamentary groups Laszlo Varga, Konstantin Arsenovic, Ivan Andric, Zoran Nikolic, Nemanja Sarovic, Aleksandar Jugovic and Velimir Ilic exercised their right to ask questions i.e. request information or explanations in line with article 286 of the Rules of Procedure.

The National Assembly conducted a debate in detail on the Bill amending and modifying the Law on Financing of Local Self-Government.

The Chair, National Assembly Deputy Speaker Gordana Comic greeted the students of Arcadia University on the behalf of the deputies and herself, who viewed part of the session from the gallery of the Grand Hall.

Before recess, the National Assembly concluded the debate in detail on the Bill amending and modifying the Law on Financing of Local Self-Government.

National Assembly Deputy Speaker Gordana Comic set Monday, 27 June 2011, as Voting Day on the only item on the agenda for the Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, starting at 10 a.m.

On Voting Day, 27 June, the National Assembly adopted the Bill amending and modifying the Law on Financing of Local Self-Government.

The National Assembly also ruled on the violations of the Rules of Procedure the deputies complained of in the course of the session and decided that the provisions of the Rules of Procedure had not been violated in any of the cases.

Since the National Assembly had completed the discussion on the only item on the agenda and ruled on it, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2011.
