The Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2002

At the request of the Government of the Republic of Serbia, the Chairperson of the National Assembly of the Republic of Serbia Natasa Micic convened the Second Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2002 for 4 June, beginning at 10 in the morning.


At the request of the Government of the Republic of Serbia, the Chairperson of the National Assembly of the Republic of Serbia Natasa Micic convened the Second Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2002 for 4 June, beginning at 10 in the morning.

The Government of the Republic of Serbia established the request for the holding of this sitting with the following agenda:

1. Proposal of a Decision Amending and Modifying the Rules of Procedure of the National Assembly of the Republic of Serbia, submitted by Deputy Cedomir Jovanovic, chairman of the Democratic Opposition of Serbia Deputies' Group;

2. Proposal of a Decision on the Dismissal and Appointment of Members of the Republic Electoral Commission and their Deputies, submitted by Deputy Cedomir Jovanovic, chairman of the Democratic Opposition of Serbia Deputies' Group;

3. Local Elections Bill, submitted by the Government of the Republic of Serbia-;

4. Bill on Providing Counter-Warranties of the Republic of Serbia to the Federal Republic of Yugoslavia for the Payment of Debts Incurred by the Belgrade Rail Transport Corporation with the European Bank for Reconstruction and Development, submitted by the Government of the Republic of Serbia-;

5. Bill on Providing Counter-Warranties of the Republic of Serbia to the Federal Republic of Yugoslavia for the Payment of Debts Incurred by the Serbian National Power Generation Company with the European Bank for Reconstruction and Development, submitted by the Government of the Republic of Serbia-.

At the beginning of the sitting, Chairperson Micic informed the Deputies that she had invited the Prime Minister, Deputy Prime Ministers and Ministers in the Government of the Republic of Serbia, the Secretary of the Republic Legislation Secretariat, as well as representatives of the Centre for Free Elections and Democracy, Otpor Popular Movement and National Demographic Institute to attend the session.

At the beginning of joint initial debate on the Proposal of a Decision Amending and Modifying the Rules of Procedure of the National Assembly of the Republic of Serbia, the National Assembly was addressed by the submitter, the chairman of the Democratic Opposition of Serbia Deputies' Group Cedomir Jovanovic.

When work resumed, the National Assembly held a joint debate on this Proposal.

The Assembly continued work on 5 June by debating the Proposal of a Decision Amending and Modifying the Rules of Procedure of the National Assembly of the Republic of Serbia, after which the Proposal was adopted as a whole.

It was a matter of urgent necessity to elect members of the Constitutional Commission for the Creation of the Constitutional Charter (the highest legal act of the state of Serbia and Montenegro). Therefore, the National Assembly requested, and the Government of the Republic of Serbia agreed, that a Proposal of a Decision to Elect Members of the Constitutional Commission for the Creation of the Constitutional Charter, the Highest Legal Act of the State of Serbia and Montenegro, submitted by the chairman of the Democratic Opposition of Serbia Deputies' Group Cedomir Jovanovic, should be added to the agenda as the second item.

During the afternoon part of the session on the second workday the Deputies held a joint debate and adopted the Proposal of a Decision to Elect Members of the Constitutional Commission for the Creation of the Constitutional Charter, the Highest Legal Act of the State of Serbia and Montenegro, as a whole.

When work resumed, the National Assembly was addressed by the submitter, chairman of the Democratic Opposition of Serbia Deputies' Group Cedomir Jovanovic, which began the joint debate on the Proposal of a Decision Proposal of a Decision on the Dismissal and Appointment of Members of the Republic Electoral Commission and their Deputies.

Having debated the Proposal and voted on amendments submitted to it, the National Assembly adopted the Proposal of a Decision on the Dismissal and Appointment of Members of the Republic Electoral Commission and their Deputies as a whole.

On the third working day (6 June), the National Assembly debated the Local Elections Bill in principle. At the beginning of the debate, the Deputies were addressed by the representative of the submitter, Deputy Prime Minister of the Government of the Republic of Serbia Nebojsa Covic.

After initial debate was concluded, Chairperson Natasa Micic informed the National Assembly that, as the Rules of Procedure came into force with their publication in the `Official Gazette of the Republic of Serbia` No. 30/2002, the date for voting on the Bill would be set later.

When the sitting resumed on the fourth working day (11 June), the National Assembly debated the particulars of and voted on amendments submitted to the Local Elections Bill.

As discussion commenced of the Bill on Providing Counter-Warranties of the Republic of Serbia to the Federal Republic of Yugoslavia for the Payment of Debts Incurred by the Belgrade Rail Transport Corporation with the European Bank for Reconstruction and Development, the Deputies were addressed by the Minister of Finance and the Economy in the Government of the Republic of Serbia Bozidar Djelic.

When debate in principle concluded, Chairperson Natasa Micic reminded the Deputies that they would be informed when the date for voting on the Bill is set.

At the beginning of the fifth working day (12 June), at the suggestion of the Administrative Committee, the National Assembly noted that a number of Deputies had resigned, and that their mandate had therefore terminated before the expiry of the term of office to which they had been elected. The Deputies, elected on the Democratic Opposition of Serbia - Dr Vojislav Kostunica electoral list, are: Radoslav Veselinovic, Branislav Pomoriski, Goran Ciric, Gorica Mojovic, Goran Vesic, Jozef Kasa, Petar Misic, Visnja Nezic, Aleksandra Joksimovic, Alen Selimovic, Professor Dr Stevan Lilic, Nebojsa Lekovic and Zivica Predojev.

At the suggestion of the Administrative Committee, and at the request of the Democratic Opposition of Serbia - Dr Vojislav Kostunica, the National Assembly noted that the mandate of the following Deputies elected on the Democratic Opposition of Serbia - Dr Vojislav Kostunica electoral list had terminated before the expiry of the term of office to which they had been elected: Dusan Budisin, Dusan Golubovic, Vladimir Dobrosavljevic, Dr Ljubisa Djokovic, Dusan Ilic, Vladan Jovicic, Dragan Jocic, Nenad Lemajic, Dragan Marsicanin, Petar Madzarevic, Sladjan Mijailovic, Radmilo Milosevic, Dejan Mihajlov, Radomir Naumov, Zoran M. Nikolic, Vasilije Pavicevic, Milutin Prodanovic, Svetlana Stojanovic, Vukosav Tomasevic, Djordje Cukvas, Dragan Sormaz and Ruzica Veljovic.

When work continued, the National Assembly debated the Bill on Providing Counter-Warranties of the Republic of Serbia to the Federal Republic of Yugoslavia for the Payment of Debts Incurred by the Serbian National Power Generation Company with the European Bank for Reconstruction and Development. The Deputies were addressed by the representative of the submitter, the Minister of Finance and the Economy in the Government of the Republic of Serbia Bozidar Djelic. Debate in principle on the Bill was concluded during the morning part of the session.

During the afternoon part of the session, the National Assembly, acting on the basis of reports compiled by the Republic Electoral Commission and the Administrative Committee, noted the confirmation of mandates of the following Deputies elected on the Democratic Opposition of Serbia - Dr Vojislav Kostunica electoral list: Zoltan Sombati, Ozren Karamata, Goran Rakovac, Goran Bulajic, Milorad Jaksic, Jovan Radojicic, Mile Koricanac, Radoslav Nektarijevic, Slobodanka Vasic, Zeljko Ozegovic, Bojana Jaksic, Dragan Kosanovic, Dragan Radovic, Gvozden Ristic, Vitomir Tomanovic, Nikola Kostic, Milivoje Ribac, Katica Rauski, Ivan Josimov, Nebojsa Miletic, Zlatko Petrovic, Miroslav Glavas, Dragomir Krivokuca, Kosta Milosevic, Aleksandar Trkulja, Miodrag Maksimovic, Zivojin Stjepic, Dragan Subasic, Dusan Drinjakovic, Aleksandar Prodanovic, Istvan Backulin, Milivoje Petrovic, Oliver Dulic, Trojan Stojanovic and Emilija Nikolic.

The National Assembly noted that Georgije Maric had resigned as Secretary of the National Assembly.

Chairperson of the National Assembly Natasa Micic set 13 June as the date on which the Bills discussed will be voted on by Deputies, in principle, in particular and as wholes.

On the thirteenth working day (13 June), the National Assembly adopted, in principle and as a whole, the Bill on Providing Counter-Warranties of the Republic of Serbia to the Federal Republic of Yugoslavia for the Payment of Debts Incurred by the Belgrade Rail Transport Corporation European Bank for Reconstruction and Development, as well as the Bill on Providing Counter-Warranties of the Republic of Serbia to the Federal Republic of Yugoslavia for the Payment of Debts Incurred by the Serbian National Power Generation Company with the European Bank for Reconstruction and Development. This concluded the Second Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2002.
