The Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2001

The President of the National Assembly of the Republic of Serbia Dragan Marsicanin convened the Eighth Extraordinary Session after a request had been made by a group of 126 Deputies.


The President of the National Assembly of the Republic of Serbia Dragan Marsicanin convened the Eighth Extraordinary Session after a request had been made by a group of 126 Deputies.

The Session began on September 17 and lasted for five days, until September 24.

Before moving on to the agenda, the National Assembly, after a proposal had been made by the Administrative Committee, confirmed the mandate of Deputy Zivorad Rakovic, elected on the Democratic Opposition of Serbia - Vojislav Kostunica PhD Electoral List.

The President informed the Deputies that new Deputies' Groups had been formed in the National Assembly: the DOS - New Serbia Deputies' Group, with Marko Petrovic as President and Zoran Cirkovic as Deputy President, and the DOS - Vojislav Kostunica PhD - Movement for Democratic Serbia Deputies' Group, with Predrag Bajcetic as President and Vojkan Tomic as Deputy President.

The National Assembly determined the following agenda:

1. 1. Proposals of decisions modifying and amending the Decision on the Election of Members of Committees of the National Assembly of the Republic of Serbia;
2. 2. Proposals that the National Assembly of the Republic of Serbia does not apply immunity from prosecution to Deputies Pregrad Canovic and Professor Branislav Ivkovic PhD;
3. 3. Proposals of decisions on the termination of office, relief of duty, and election of judicial officials; and
4. 4. The Proposal of a decision on modifying and amending the Decision on the Organisation and Work of the Information Service of the National Assembly of the Republic of Serbia.

On the first day of the session (September 17) the National Assembly adopted:

The Proposal of the decision on modifying and amending the Decision on the Election of Members of Committees of the National Assembly. Proposals for modifications and amendments to the Decision were put forward by Deputy Cedomir Jovanovic, President of the Democratic Opposition of Serbia Deputies' Group, Deputy Dragan Markovic, President of the Party of Serbian Unity Deputies' Group and Deputy Professor Branislav Ivkovic PhD, President of the Socialist Party of Serbia Deputies' Group.

A Decision was adopted relieving the following Committee members of their duties:
Mirko Petrovic MA, member of the Legislative Committee; Radivoje Lazarevic, member of the Committee on Foreign Affairs; Mirko Petrovic MA, member of the Committee on Justice and Administration; Milja Jovanovic, member of the Committee on Relations with Serbs Living Outside Serbia; Borivoje Mijatovic and Sinisa Popovic PhD, members of the Committee on Environmental Protection; and Vojislav Obradovic, member of the Committee on Labour, War Veterans' and Social Affairs and the Committee on Representations and Proposals.

The following Deputies were elected Committee members:

Dragan Rafailovic, to the Legislative Committee; Ruzica Veljovic and Zoran Cirkovic, to the Committee on Foreign Affairs; Professor Predrag Stojanovic PhD, to the Committee on Justice and Administration; Dragisa Popovic, to the Committee on Relations with Serbs Living Outside Serbia; Miomir Tadic, to the Committee on Health and the Family; Marin Kresic and Golub Rajic, to the Committee on Environmental Protection; and Djuro Popovic, to the Committee on Labour, War Veterans' and Social Affairs and the Committee on Representations and Proposals.

The Decision on modifying and amending the Decision on the Election of Members of Committees of the National Assembly of the Republic of Serbia was published in the Official Gazette of the Republic of Serbia, number 55/01.

After a debate which lasted the whole day, the National Assembly adopted proposals put forward by the Administrative Committee that it should not apply immunity and that it should approve the prosecution of Deputy Dr Predrag Canovic, upon the request of Kragujevac Municipal Public Prosecutor's Office regarding case KT number 461/99, and that it should not apply immunity and should approve the prosecution of Deputy Branislav Ivkovic PhD, upon the request of Belgrade District Court regarding case KT number 339/2001.

On the second, third and fourth day of the session (September 18, 19 and 20), a debate was held in principle on the proposals of decisions on the termination of office, relief of duty and election of judicial officials, proposed by the Committee on Justice and Administration and the acting Republic Public Prosecutor.

After the debate in principle, the Deputies approved proposals of decisions on superseding Decisions on Relief of Judicial Duty of Justices of the Supreme Court of Serbia, on the Termination of Office of Presidents of Commercial Courts and Courts of General Competence, as well as on the Termination of Office of Public Prosecutors.

Proposals of decisions on the relief of duty of presidents of commercial courts and courts of general competence and deputy municipal public prosecutors were adopted.

Also adopted were proposals of decisions on the election of justices and presidents of commercial courts and courts of general competence, as well as district and municipal public prosecutors and deputy district public prosecutors.

The Decisions were published in the Official Gazette of the Republic of Serbia, number 56/01.

On Monday, September 24, after a short debate, the Deputies adopted the Proposal of the Decision on Modifying and Amending the Decision on the Organisation and Work of the Information Service of the National Assembly of the Republic of Serbia.
