Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016 for Monday, 12 December, starting at 10 am.


The National Assembly adopted the following agenda:

  1. Proposal of Candidates for judges of the Constitutional Court of the Republic of Serbia, submitted by the President of the Republic;
  2. Proposal for the establishment of Candidate List for judges of the Constitutional Court appointed by the President of the Republic, submitted by National Assembly Speaker Maja Gojkovic;
  3. Proposal of the Decision on the election of High Judicial Council member from the ranks of appellate court judges, submitted by the High Judicial Council;
  4. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
  5. Proposal of the Decision on the termination of office of President of the Commercial Court in Belgrade, submitted by the National Assembly Committee on the Judiciary, Public Administration and Local Self-Government;
  6. Proposal of the Decision on the termination of office of President of the Basic Court in Krusevac, submitted by the National Assembly Committee on the Judiciary, Public Administration and Local Self-Government;
  7. Proposal of the Decision on the termination of office of President of the Misdemeanour Court in Loznica, submitted by the National Assembly Committee on the Judiciary, Public Administration and Local Self-Government;
  8. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic;
  9. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic;
  10. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia (SPS) Parliamentary Group;
  11. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group;
  12. Bill amending and modifying the Law on Agriculture and Rural Development, submitted by the Government;
  13. Bill amending and modifying the Law on Stimulation of Agriculture and Rural Development, submitted by the Government;
  14. Bill amending and modifying the Water Law, submitted by the Government;
  15. Bill on Management of Airports, submitted by the Government;
  16. Bill on Housing and Building Maintenance, submitted by the Government;
  17. Bill on Transport of Dangerous Goods, submitted by the Government;
  18. Bill amending and modifying the Law on Public Utilities, submitted by the Government;
  19. Bill amending and modifying the Law on Public-Private Partnership and Concessions, submitted by the Government;
  20. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the United Nations on the Trans-European Railway Project Central Office, submitted by the Government;
  21. Bill on the Confirmation of the Multilateral Agreement on Commercial Rights of Non-Scheduled Air Services in Europe, submitted by the Government;
  22. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the People’s Republic of China on Mutual Abolition of Visas for Holders of Ordinary Passports, submitted by the Government.
The National Assembly accepted the proposal of MP Djordje Komlenski to complete a joint single debate on items 1 through 11 on the agenda, joint debate in principle on items 12, 13 and 14, and joint debate in principle and single debate on items 15 through 22 on the agenda.

The National Assembly went on to conduct and conclude the joint single debate on items 1 through 11 on the agenda.

On the second day of the proceedings, 13 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Bosko Obradovic, Marinika Tepic, Dr Predrag Jelenkovic, MA Aleksandra Jerkov, Milos Boskovic, Prof. Dr Vojislav Seselj, Marjana Maras, Zarko Micin and Miroslav Aleksic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to conduct a joint debate in principle on the Bill amending and modifying the Law on Agriculture and Rural Development, Bill amending and modifying the Law on Stimulation of Agriculture and Rural Development, and the Bill amending and modifying the Water Law.

The bills were presented by Minister of Agriculture and Environmental Protection Branislav Nedimovic.

By the end of the workday the National Assembly had completed the joint debate in principle on items 12, 13 and 14 on the agenda.

On the third day of the proceedings, 14 December, the National Assembly commenced a joint debate in principle and single debate on items 15 through 22 on the agenda.

The bills were presented by Deputy Prime Minister and Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic, representative of the submitter.

By the end of the workday the National Assembly had completed the joint debate in principle and single debate on items 15 through 22 on the agenda.

On the fourth day of the proceedings, 15 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Zoran Radojicic, Marko Djurisic, Enis Imamovic, Radoslav Milojicic, Marijan Risticevic, Nenad Bozic, Nemanja Sarovic and Aleksandar Markovic , requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to conduct and complete a debate in detail on the Bill amending and modifying the Law on Agriculture and Rural Development, Bill amending and modifying the Law on Stimulation of Agriculture and Rural Development, and the Bill amending and modifying the Water Law.

As the National Assembly had completed the debate on items 1 to 14, as well as items 20 to 22 on the agenda of the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, the Chair, National Assembly Speaker Maja Gojkovic set Friday, 16 December, as Voting Day on items 1 to 14 and 20 to 22, starting at 11 am.

On Voting Day, by open electronic vote, the MPs adopted the Proposal of Candidates for judges of the Constitutional Court of the Republic of Serbia, submitted by the President of the Republic. The following judges were selected: Snezana Markovic, Prof. Dr Milan Skulic, Miroslav Nikolic and Dr Jovan Ciric. On the behalf of the National Assembly and herself, the National Assembly Speaker congratulated the judges of the Constitutional Court and wished them success. The National Assembly then ascertained the List of candidates for judges of the Constitutional Court appointed by the President of the Republic.

By majority vote, the National Assembly passed the Proposal of the Decision on the election of High Judicial Council member from the ranks of appellate court judges, Proposal of the Decision on the election of judges to judicial office for the first time, Proposal of the Decision on the termination of office of President of the Commercial Court in Belgrade, Proposal of the Decision on the termination of office of President of the Basic Court in Krusevac, and the Proposal of the Decision on the termination of office of President of the Misdemeanour Court in Loznica.

The MPs also passed, by majority vote, the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Stabilisation and Association Parliamentary Committee, Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia (SPS) Parliamentary Group and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

The National Assembly then proceeded to adopt the Bill amending and modifying the Law on Agriculture and Rural Development, Bill amending and modifying the Law on Stimulation of Agriculture and Rural Development, and the Bill amending and modifying the Water Law.

On the sixth day of the proceedings, 20 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Milija Miletic, Olena Papuga, Srdjan Nogo, Dr Ivan Bauer, Gordana Comic, Sasa Radulovic and MA Ivan Manojlovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly completed a debate in detail on the Bill on Management of Airports.

The National Assembly then proceeded to commence a debate in detail on the Bill on Housing and Building Maintenance.

On the seventh day of the proceedings, 21 December, the National Assembly continued the debate in detail on the Bill on Housing and Building Maintenance.

The National Assembly completed the debate in detail on item 16 on the agenda.

In the course of the workday the National Assembly also completed a debate in detail on items 17, 18 and 19 on the agenda.

As the National Assembly had completed the debate on items 16, 17, 18 and 19 on the agenda of the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, the Chair, National Assembly Speaker Maja Gojkovic set Thursday, 22 December, as Voting Day on items 15 to 19, starting at 10 am.

On Voting Day, 22 December, the National Assembly passed, by majority vote, the Bill on Management of Airports, Bill on Housing and Building Maintenance, Bill on Transport of Dangerous Goods, Bill amending and modifying the Law on Public Utilities, and the Bill amending and modifying the Law on Public-Private Partnership and Concessions.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016.
