Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014

National Assembly Speaker Maja Gojkovic convened the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014 for Monday, 27 October, starting at 1 pm.


The National Assembly set the following agenda:

1.Bill amending the Law on Judges, submitted by a group of 199 MPs;

2.Bill amending the Law on Public Prosecution, submitted by a group of 199 MPs;

3.Bill amending the Law on Building Legalisation, submitted by a group of 127 MPs;

4.Bill on the Confirmation of the Arms Trade Treaty, submitted by the Government;

5.Bill on the Confirmation of the Agreement between Serbia and the Kingdom of Spain on Exchange and Mutual Protection of Classified Information, submitted by the Government;

6.Candidate List for president of the Commission for Protection of Competition, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy;

7.Candidate List for members of the Council of the Commission for Protection of Competition, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy;

8.Proposal of the Decision amending the Decision establishing the composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic.

The National Assembly accepted the proposal of MP Zoran Babic to complete a joint debate in principle on items 1, 2 and 3 on the agenda, joint single debate on items 4 and 5 on the agenda and a joint single debate on items 6, 7 and 8 on the agenda for the sitting.

The National Assembly commenced the joint debate in principle on items 1, 2 and 3 on the agenda – the Bill amending the Law on Judges, Bill amending the Law on Public Prosecution and the Bill amending the Law on Building Legalisation.

Representative of the submitters MP Biljana Pantic Pilja provided the rationale for the Bill amending the Law on Judges and the Bill amending the Law on Public Prosecution, while MP Katarina Rakic did the same for the Bill amending the Law on Building Legalisation.

Based on the Decision of the Republic Electoral Commission and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Ivan Jovanovic, elected from the “WITH THE DEMOCRATIC PARTY – FOR DEMOCRATIC SERBIA” Electoral List who then proceeded to take the oath of office.

By the end of the day the National Assembly had concluded the joint debate in principle on items 1, 2 and 3 on the agenda.

On the second day of the proceedings, 28 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Mirko Cikiriz, Dr Blagoje Bradic, Miroslav Markicevic, Balsa Bozovic and Veroljub Arsic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced and concluded a joint single debate on items 4 and 5 on the agenda – the Bill on the Confirmation of the Arms Trade Treaty and the Bill on the Confirmation of the Agreement between Serbia and the Kingdom of Spain on Exchange and Mutual Protection of Classified Information.

On the behalf of the submitter, the bills were elaborated by Minister of Defence Bratislav Gasic.

The National Assembly went on to complete a joint single debate on items 6, 7 and 8 on the agenda – the Candidate List for president of the Commission for Protection of Competition, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy, Candidate List for members of the Council of the Commission for Protection of Competition, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy and the Proposal of the Decision amending the Decision establishing the composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic.

On the third day of the proceedings, the National Assembly conducted and concluded a debate in detail on items 1, 2 and 3 on the agenda – the Bill amending the Law on Judges, submitted by a group of 199 MPs, Bill amending the Law on Public Prosecution, submitted by a group of 199 MPs, and the Bill amending the Law on Building Legalisation, submitted by a group of 127 MPs.

As the National Assembly completed the debate in detail on items 1, 2 and 3 on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Wednesday, 29 October 2014, as Voting Day on all the items on the agenda for the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 2 pm.


Voting Day


On Voting Day, 29 October, by a majority of MPs’ votes, the National Assembly passed the Bill amending the Law on Judges, Bill amending the Law on Public Prosecution and the Bill amending the Law on Building Legalisation.

By majority vote, the National Assembly also passed the Bill on the Confirmation of the Arms Trade Treaty and the Bill on the Confirmation of the Agreement between Serbia and the Kingdom of Spain on Exchange and Mutual Protection of Classified Information.

On Voting Day, by a majority of MPs’ votes, the National Assembly adopted the Candidate List for president of the Commission for Protection of Competition, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy. By majority vote, the National Assembly elected Doc. Dr Miloje Obradovic President of the Commission for Protection of Competition. The MPs also adopted the Candidate List for members of the Council of the Commission for Protection of Competition, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy. By majority vote, the National Assembly elected Dr Veljko Milutinovic, Mirjana Miskovic Vukasinovic, Marko Obradovic and Ivan Ugrin members of the Council of the Commission for Protection of Competition.

The Proposal of the Decision amending the Decision establishing the composition of the Stabilisation and Association Parliamentary Committee was also adopted by majority vote.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014.
