Sixth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, for Wednesday, 23 June 2021, starting at 10 am.


The 236 MPs’ request to hold the session ascertained the following agenda:

  1. Bill on Student Organisation, submitted by the Government;
  2. Bill amending and modifying the Law on Higher Education, submitted by the Government;
  3. Bill on Determining the Agricultural Product Market, submitted by the Government;
  4. Bill on Metrology, submitted by the Government (on 25 June 2021, the Government of the Republic of Serbia informed the National Assembly, in writing, that it was withdrawing the Bill on Metrology from procedure);

  5. Bill amending and modifying the Law on Financial Support to Families with Children, submitted by the Government;
  6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Republic of Singapore on Elimination of Double Taxation with respect to Taxes on Income and Prevention of Tax Evasion and Avoidance, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on the Bill on Student Organisation and the Bill amending and modifying the Law on Higher Education, a joint debate in principle and single debate on the Bill amending and modifying the Law on Financial Support to Families with Children and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Republic of Singapore on Elimination of Double Taxation with respect to Taxes on Income and Prevention of Tax Evasion and Avoidance, as well as a joint single debate on the Bill on Determining the Agricultural Product Market and the Bill on Metrology.

The National Assembly then commenced the debate on the Bill on Student Organisation and the Bill amending and modifying the Law on Higher Education, presented by Deputy Prime Minister and Minister of Education, Science and Technological Development Branko Ruzic as representative of the submitter.

By the end of the day the National Assembly completed the joint debate in principle on items 1 and 2 on the agenda.

On the second day of the proceedings, 24 June 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Radovan Arezina and Milimir Vujadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced the joint debate in principle and single debate on items 5 and 6 on the agenda - Bill amending and modifying the Law on Financial Support to Families with Children and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Republic of Singapore on Elimination of Double Taxation with respect to Taxes on Income and Prevention of Tax Evasion and Avoidance.

The bills were presented by Minister of Family Welfare and Demography Radomir Dmitrovic and Minister of Finance Sinisa Mali as representatives of the submitter.

By the end of the day the National Assembly concluded the debate on items 5 and 6 on the agenda.

On the third day of the proceedings, 29 June 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, Djordje Milicevic and Ugljesa Mrdic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The Chair, National Assembly Deputy Speaker Dr Vladimir Orlic reminded the MPs that the Government of the Republic of Serbia had informed the National Assembly in writing, on 25 June, that it was withdrawing the Bill on Metrology from procedure.

The National Assembly proceeded to commence a debate in principle on item 3 on the agenda - Bill on Determining the Agricultural Product Market, presented by Deputy Prime Minister and Minister of Agriculture, Forestry and Water Management Branislav Nedimovic as representative of the submitter.

For the remainder of the day the National Assembly conducted and completed the debate in principle on the Bill on Determining the Agricultural Product Market.

The National Assembly continues with a debate in detail on the bills on the agenda of the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, on Wednesday, 30 June 2021, starting at 10 am.

On the fourth day of the proceedings, 30 June 2021, the National Assembly conducted a debate in detail on the Bill on Student Organisation, Bill amending and modifying the Law on Higher Education and the Bill amending and modifying the Law on Financial Support to Families with Children.

The sitting was attended by Deputy Prime Minister and Minister of Education, Science and Technological Development Branko Ruzic and Minister of Family Welfare and Demography Radomir Dmitrovic.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Ivica Dacic set Wednesday, 30 June 2021, as Voting Day on all the items on the agenda of the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 6.10 pm.

On Voting Day, 30 June 2021, the National Assembly passed the Bill on Student Organisation, Bill amending and modifying the Law on Higher Education, Bill on Determining the Agricultural Product Market, Bill amending and modifying the Law on Financial Support to Families with Children and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Republic of Singapore on Elimination of Double Taxation with respect to Taxes on Income and Prevention of Tax Evasion and Avoidance.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature.
