Sixth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of 154 MPs, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia, 11 legislature, for Friday, 1 June, starting at 10 am.


The request to hold the session specified the following agenda:

  1. Bill on Protection of Financial Services Consumers in Distance Contracts, submitted by the National Bank of Serbia;
  2. Bill on Financial Collateral, submitted by the National Bank of Serbia;
  3. Bill on Interchange Fees and Special Operating Rules for Card-Based Payment Transactions, submitted by the National Bank of Serbia;
  4. Bill amending and modifying the Law on Payment Services, submitted by the National Bank of Serbia;
  5. Bill amending and modifying the Law on the National Bank of Serbia, submitted by the National Bank of Serbia;
  6. Bill amending and modifying the Company Law, submitted by the Government;
  7. Bill amending and modifying the Bankruptcy Law, submitted by the Government;
  8. Bill on the Confirmation of the Loan Agreement (Second Public Expenditure and Public Utilities Development Policy Loan) between the Republic of Serbia and the International Reconstruction and Development Bank, submitted by the Government;
  9. Bill on the Confirmation of the Loan Agreement (State-Owned Financial Institutions Support Project) between the Republic of Serbia and the International Reconstruction and Development Bank, submitted by the Government;
  10. Bill on the Confirmation of the Loan Agreement (Additional Financing for Second Serbia Health Project) between the Republic of Serbia and the International Reconstruction and Development Bank, submitted by the Government;
  11. Proposal of the Decision on the Election of Four Members of the Republic Commission for the Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on all the items on the agenda.

The National Assembly then commenced the joint debate in principle and single debate on items 1 to 11 on the agenda, which were presented by representatives of the submitters the Governor of the National Bank of Serbia Dr Jorgovanka Tabakovic and Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic.

For the remainder of the day the National Assembly conducted the joint debate in principle and single debate on all the items on the agenda.

On the second day of the proceedings, 4 June, the National Assembly conducted and concluded the joint debate in principle and single debate on items 1 to 11 on the agenda.

On the third day of the proceedings, 6 June, the National Assembly commenced and for the remainder of the day conducted a debate in detail on the Bill on Protection of Financial Services Consumers in Distance Contracts.

In the course of the proceedings the National Assembly also noted the termination of the term of office of MP Zeljko Susec.

On the fourth day, 7 June, before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Vladimir Djuric, Djordje Vukadinovic, Dr Ana Stevanovic, Bosko Obradovic, Zoran Zivkovic, Marijan Risticevic and Dr Boban Birmancevic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and for the remainder of the day conducted the debate in detail on the Bill on Protection of Financial Services Consumers in Distance Contracts.

In the course of the proceedings, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Zivan Djurisic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, after which the newly-elected MP took the oath of office.

On the fifth day of the proceedings, 8 June, the National Assembly conducted and completed the debate in detail on the proposed documents on its agenda.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Friday, 8 June, as Voting Day on all the items on the agenda of the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, starting at 3.30 pm.

Voting Day

On Voting Day, 8 June, by majority vote, the MPs passed the Bill on Protection of Financial Services Consumers in Distance Contracts, Bill on Financial Collateral, Bill on Interchange Fees and Special Operating Rules for Card-Based Payment Transactions, Bill amending and modifying the Law on Payment Services and the Bill amending and modifying the Law on the National Bank of Serbia, submitted by the National Bank of Serbia.

By majority vote, the National Assembly also passed the Bill amending and modifying the Company Law, Bill amending and modifying the Bankruptcy Law, Bill on the Confirmation of the Loan Agreement (Second Public Expenditure and Public Utilities Development Policy Loan) between the Republic of Serbia and the International Reconstruction and Development Bank, Bill on the Confirmation of the Loan Agreement (State-Owned Financial Institutions Support Project) between the Republic of Serbia and the International Reconstruction and Development Bank and the Bill on the Confirmation of the Loan Agreement (Additional Financing for Second Serbia Health Project) between the Republic of Serbia and the International Reconstruction and Development Bank, submitted by the Government.

The MPs went on to adopt, also by majority vote, the Proposal of the Decision on the Election of Four Members of the Republic Commission for the Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Veroljub Arsic concluded the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature.
