Second Sitting of the Subcommittee for Monitoring the Agricultural Situation in the Marginal - Most Undeveloped Areas in the Republic of Serbia

At the sitting held on 19 July, the members of the Subcommittee for Monitoring the Agricultural Situation in the Marginal - Most Undeveloped Areas in the Republic of Serbia discussed the state of play as regards harvest-related work and the local self-governments’ problems concerning the implementation of the law regulating the return of rough grazings and pastures to villages for use.


Subcommittee member Marko Milenkovic shared information on the wheat yield in Toplica District which has this year been 15-20% higher than last year, however the buyout price of wheat, 14-15 RSD per kilo, remains a source of dissatisfaction among the farmers.

“The agricultural producers would be satisfied with 18 RSD”, stressed Milenkovic.

Subcommittee Chairman Milija Miletic said he was sure a mutually-acceptable solution for both the Government and the farmers would be found and went on to highlight the importance of operative harvest headquarters which would in turn have their own local headquarters. He also pointed out the need to fix the access roads to arable lands and the scarcity of harvest combines.

“It is our job to shift focus onto the most undeveloped areas and that is what we will do. That is why it is paramount to set up operative headquarters for the harvest and to work on an adequate implementation of fire protection”, said Miletic.

Subcommittee member Dalibor Radicevic spoke about the importance of modernizing mechanisation, saying that the tractors in the municipality of Razanj are 10 years old on average, which affects the quality of the harvest.

The sitting was attended by representatives of the Ministry of Agriculture and Environmental Protection who said that this year’s wheat yield is the highest in the last seven years, higher by 20% than the yield of 2015.

“Of 2.88 million tons of wheat, 1.5 million is available for export, which is something of a record”, said Milan Cupric, Head of the Plant Production Department of the Ministry of Agriculture and Environmental Protection.

He said that the Republic of Serbia exports 55% of its wheat to CEFTA countries i.e. Bosnia and Herzegovina, Montenegro, Macedonia and Albania, and the rest to the EU, mostly Romania. He said that there is enough storage space and all the wheat has been stored. Speaking of the price of wheat, Cupric stressed that it is dictated by the global market.

Speaking of the local self-governments’ problems concerning the implementation of the law regulating the return of rough grazings and pastures to villages for use, Subcommittee Chairman announced that an initiative will be launched to amend the law, one of the amendments being to change the term village into local community. He also announced the amendment of Article 9 which bans the use of rough grazings and pastures for anything but grazing and fish ponds, and to allow the change of the intended use of the land.
